巢湖水污染治理研究

【摘要】:近年来,巢湖水污染治理作为我国“三河三湖”污染治理工程之一,在以政府单一治理的方式下取得了一定的成绩。但是,水污染现象仍有发生。本文研究的是怎样才能在多利益相关者共同互帮互助下将巢湖水污染治理解决。本文将巢湖湖体的水污染治理作为研究对象,采用文献法、理论分析法以及调查问卷法等方法对巢湖水污染治理问题进行了探讨。论文结合目前巢湖水污染治理的特点,以马克斯·韦伯科层治理理论为依据,对巢湖水污染治理的现状进行剖析,发现在巢湖水污染治理中,政府是治理的权力中心,各级政府形成自上而下的垂直关系,并根据相应的治理法律法规按照命令——服从的方式执行治理措施。同时,对巢湖水污染治理存在的问题及其原因进行分析,认为科层治理使得巢湖水污染治理主体和手段单一化,企业和公众等主体无法参与到治理之中。最后,根据2015年合肥市政府出台的《合肥市水污染防治工作方案》提出的巢湖水污染治理的总体目标,即形成“政府带队、企业加入、市场激励、公众协商”的水污染防治新机制,本文认为巢湖水污染治理正处于从科层治理向网络治理转变的关键时期。在借鉴国外有关水污染网络治理得出的启示上,依据戈德史密斯网络治理的理论,从构建多元主体合作治理网络、建立信息公开平台和沟通机制、完善网络责任机制以及提高行政机关人员对网络设计能力四个方面对防治巢湖水污染问题进行重新构建,以此更好地解决巢湖水污染的治理问题。
[Abstract]:In recent years, Chaohu Lake water pollution control, as one of the "three rivers and three lakes" pollution control project in China, has made certain achievements in the way of government single treatment. However, water pollution still occurs. This paper studies how to solve the pollution treatment of Chaohu Lake with the help of multi-stakeholders. In this paper, the pollution control of Chaohu Lake is studied. The methods of literature, theoretical analysis and questionnaire are used to study the pollution control of Chaohu Lake. According to the characteristics of Chaohu Lake water pollution control and the theory of Max Webco layer treatment, the paper analyzes the present situation of Chaohu Lake water pollution control, and finds that the government is the power center in Chaohu Lake water pollution control. All levels of government form a vertical relationship from top to bottom, and according to the corresponding laws and regulations of governance according to the order-conformance implementation of governance measures. At the same time, the paper analyzes the existing problems and causes of Chaohu Lake water pollution treatment, and points out that the subject and means of Chaohu Lake water pollution treatment are single, and enterprises and the public can't participate in the treatment. Finally, according to the overall goal of Chaohu Lake water pollution control, which was put forward by the Hefei Municipal Government in 2015, "leading the government, joining the enterprises, encouraging the market," This paper holds that Chaohu Lake water pollution control is in the key period of transition from branch management to network treatment. Based on the theory of Goldsmith's network governance, the author sets up the information open platform and the communication mechanism from the view of constructing the multi-agent cooperative governance network and establishing the public information platform and communication mechanism in the light of the enlightenment obtained from the overseas water pollution network management. Perfecting the network responsibility mechanism and improving the administrative staff's ability to design the network to reconstruct the prevention and cure of Chaohu Lake water pollution in order to solve the pollution control problem of Chaohu Lake better.
