农村生态文明建设主体研究

【摘要】：“生态兴则文明兴,生态衰则文明衰”。农村生态文明建设关系到和谐农村的构建;关系到美丽乡村目标的实现;关系到农村的永续发展。随着农村生态文明建设的深入推进,农村生态文明建设主体存在的问题日益凸现,影响我国农村生态文明建设的进程。因此,需要对农村生态文明建设主体以及主体协同推进加以研究。本文将从主体的自身建设以及协同推进的角度出发,对如何推进农村生态文明建设进行研究。首先找准农村生态文明建设主体存在的问题,然后分析存在问题的原因,并在此基础上寻求破解农村生态文明建设主体存在问题的对策思路。本文主要内容包括以下四个部分:第一部分是绪论。包括选题背景、研究意义、研究现状、研究方法、本文的创新与不足及概念界定。第二部分从农村生态文明建设主体的角色定位和存在问题角度进行研究。本文主要对地方政府、乡镇企业、农民、环保社会组织、媒体五个主体进行角色定位,以及从生态意识淡薄;农村生态行为不符合农村绿色发展的要求;农村生态制度不健全;协同推进不到位四个方面阐述农村生态文明建设主体存在的问题。第三部分阐述农村生态文明建设主体存在问题的原因。本文主要从地方政府政绩观偏颇、角色定位模糊;乡镇企业过分追求经济利益,环境违法成本低;农民教育重视不够;舆论导向功能欠缺;环保社会组织行政化依赖严重,专业化程度低,行为方式逐利化;媒体片面追求经济利益最大化,精力有限,协同推进机制不完善六个方面进行阐述。第四部分阐述破解农村生态文明建设主体存在问题的对策。本文分别针对地方政府、乡镇企业、农民、环保社会组织、媒体存在的问题提出破解之策,最后创新机制,形成合力,促进主体协同推进,做实农村生态文明建设。
[Abstract]:The construction of rural ecological civilization is related to the construction of harmonious rural areas, the realization of the goal of the beautiful countryside and the sustainable development of rural areas. With the deepening of the construction of rural ecological civilization, the problems of the rural ecological civilization construction owners have become more and more prominent, affecting the rural life of our country. Therefore, it is necessary to study the main body of rural ecological civilization and the coordinated promotion of the main body. This paper will study on how to promote the construction of rural ecological civilization from the perspective of the self construction of the main body and the synergy of promoting the construction of rural ecological civilization. First, find out the problems existing in the main body of rural ecological civilization construction, and then analyze the problems. The main contents of this paper include the following four parts: the first part is the introduction, including the background of the topic, the significance of the research, the present situation, the research method, the innovation and the deficiency of this article and the definition of the concept. The second part is from the rural students. In this paper, the role of the local government, the township enterprises, the farmers, the environmental protection social organizations, the five main bodies of the media, and the weak ecological awareness; the rural ecological behavior is not in accordance with the rural green development; the rural ecological system is not sound; coordinated promotion of the rural ecological system. The four aspects are not in place to explain the problems existing in the main body of rural ecological civilization construction. The third part expounds the reasons for the problems of the main body of the rural ecological civilization construction. This article mainly from the biased view of the local government, the role orientation is vague, the township enterprises excessively pursue economic benefits, the environmental illegal costs are low, the farmers' education is not paid enough attention, public opinion guidance is not enough. Lack of function; environmental protection social organizations have serious administrative dependence, low degree of specialization, and the way of profit making; the media one-sided pursuit of economic benefit maximization, energy limited, and synergistic mechanism are not perfect in six aspects. The fourth part expounds the countermeasures to solve the problems of the main body of rural ecological text construction. The government, the township enterprises, the farmers, the environmental social organizations, the problems of the media, put forward the solutions to the problems, and finally create a mechanism to form a joint force to promote the synergy of the main body and make the construction of the rural ecological civilization.
