区域经济与水环境关系研究

【摘要】：水环境,是我们赖以生存的外部环境基本构成要素之一。众所周知,经济的快速发展会给水环境造成一定的压力,良好的水环境对经济发展、社会进步以及综合国力的改善起着关键作用,同时,环境资金投入会加快恢复水环境。研究经济与水环境的关系具有重要意义。本文课题来源于《全国水功能区水质达标评价技术支撑——实施方案2015》,选择珠江流域内广东省南部某市和中部某市,以及松花江流域内吉林省中部某市和黑龙江省西部某市为典型区,利用四市2000-2014年经济与水环境数据资料,探究经济与水环境的相关关系。基于这一实际目的,选择五个经济指标:地区GDP、第一产业产值、第二产业产值、第三产业产值、人均GDP,两个水环境指标:废污水排放量、Ⅰ-Ⅲ类水比例,采用面板VAR模型,对经济指标与水环境指标数据先后进行了面板单位根检验、面板协整检验、面板误差修正模型检验以及面板VAR估计分析,经过详细研究分析,取得如下成果:⑴.阐述了国内外经济与水环境的研究进展,确定了研究内容和技术路线。⑵.选择了更精确的面板向量自回归模型作为研究经济与水环境之间的关系的方法。⑶.分析了研究区域的基本情况。首先介绍了四个城市的区域概况、区域联系以及人口规模状况;接着分别介绍了四个城市2000-2014年内四个经济指标的变化趋势,其中包括地区GDP、第一、二、三产业产值,并以人均GDP来衡量产业结构是否合理,同时分析了四市2014年的行业结构以及工业结构状况;最后统计了研究区2000-2014年内能表征水环境状况的指标,包括区域废污水排放量和Ⅰ-Ⅲ类水比例。⑷.研究了区域经济与水环境的相关关系。运用面板VAR模型方法对五个经济指标和两个水环境指标进行相关性检验。首先对所有数据进行单位根检验和协整检验,得出废污水排放量与五个经济指标均有关系,Ⅰ-Ⅲ类水比例仅与第二产业产值、第三产业产值有关系;接着进行面板误差修正模型检验,确定了两者关系的时间性和方向性;最后对所有指标进行了面板VAR估计和方差分析,确定经济与水环境的关系,以及影响比重:⑸.总结了经济与水环境之间的关系。通过运用面板VAR模型,分别从经济与水环境的基本关系、指标差异、地域差别、时间差别四个方面得到了不同结果,并对结果的合理性进行了简单分析。⑹.提出了相应的措施建议。根据所得出的相关结论,提出了包括调整产业结构、提高环保技术、健全法律法规三方面的措施建议。
[Abstract]:Water environment is one of the basic components of our external environment. As we all know, the rapid development of economy will bring pressure to the water environment, and a good water environment will play a key role in economic development, social progress and the improvement of comprehensive national strength. At the same time, the investment of environmental funds will speed up the restoration of water environment. It is of great significance to study the relationship between economy and water environment. This paper comes from the Technical support for the Evaluation of Water quality in the National Water function area-implementation Plan 2015, and selects a city in the south of Guangdong Province and a city in the middle of Guangdong Province in the Pearl River Basin. A city in the middle of Jilin Province and a city in the west of Heilongjiang Province are typical areas in Songhua River Basin. Using the data of economic and water environment from 2000 to 2014 in four cities, this paper explores the correlation between economy and water environment.
