中国大气污染冲突解决机制:一项多方法混合研究

【摘要】:大气污染冲突已成为大气污染治理的一个新挑战,如何有效化解大气污染冲突是我国当前面临的难题。基于24个典型案例、实地访谈和问卷调查的资料与数据,本文探讨了大气污染冲突解决机制,并有两个主要发现。第一,有效的大气污染冲突解决机制包括十个要素,它们是多元主体的协同参与、协调合作的共赢理念、及时充分的信息公开、问题解决导向的行动策略、规范充分的利益表达、及时正向的诉求回应、合理的冲突控制、有效实施的解决方案、有效的第三方干预和外在规则的支持,且这个机制对大气污染冲突解决成功有显著正向作用。第二,冲突事件的类型、层级和规模对大气污染冲突解决机制和解决结果间的关系具有调节作用:在预防型大气污染冲突中,信息公开对冲突解决成功有更加显著的作用;在低层级或大规模大气污染冲突中,多主体参与对冲突解决成功有更加显著的作用。本文的发现对大气污染冲突的预防和解决具有积极意义,对其他类型环境冲突的治理也具有相当的参考价值。
[Abstract]:Air pollution conflict has become a new challenge to the control of air pollution. How to effectively resolve the air pollution conflict is a difficult problem in our country. Based on 24 typical cases, field interviews and questionnaire data, this paper discusses the mechanism of air pollution conflict resolution, and has two main findings. First, an effective air pollution conflict resolution mechanism includes ten elements, which are coordinated participation of multiple subjects, coordinated win-win concept, timely and adequate information disclosure, problem-solving oriented action strategy. Regulate adequate expression of interest, timely positive response, reasonable conflict control, effective implementation of solutions, effective third-party intervention and support of external rules, And this mechanism has a significant positive effect on the success of air pollution conflict resolution. Secondly, the type, level and scale of the conflict event have a regulating effect on the relationship between the conflict resolution mechanism and the outcome of the air pollution conflict resolution: in the preventive air pollution conflict, the information disclosure plays a more significant role in the successful resolution of the conflict; In low-level or large-scale air pollution conflicts, multi-agent participation plays a more important role in the success of conflict resolution. The findings of this paper are of positive significance to the prevention and resolution of air pollution conflicts, and are also of considerable reference value to the management of other types of environmental conflicts.
