吉林省西部生态经济区生态补偿问题研究

【摘要】:随着中国经济的不断发展,生态环境问题日渐突出,已经成为阻碍经济社会发展的一大瓶颈。中央工作会议中提出的建设美丽中国构想,把生态文明建设摆在极为重要的位置。构建生态文明城市,加快生态补偿建设已经是成为了一种共识。吉林省西部生态经济区的建设,是吉林省认真贯彻党的十八届三中全会和吉林省委十届三次全会精神推动东北老工业基地发展的重要举措,吉林省西部地区自然生态环境较为脆弱,生态保护意识不强。在此背景下,研究吉林省西部生态经济区生态补偿建设有着重要的现实意义和理论意义。吉林省西部生态经济区成立后生态环境得到改善,但在现阶段政府生态规划理念滞后、地区的支撑性措施匮乏、生态产业体系建设欠提升、配套的保障机制不健全等问题仍影响着该区域生态补偿的进一步开展。通过借鉴国内外成功生态补偿经验重点对国外瑞士、英国和德国的成功生态补偿和国内浙江省和贵州省生态补偿试点区域的发展进程进行了详细描述,根据成功案例总结一般模式,归纳出适合吉林省西部生态经济区生态补偿的原则,以充分发挥生态系统服务功能为基本原则、结合生态保护者受益原则、政府主导、全社会参与原则、权利与责任对等原则,提出相应措施和建议:一是通过政策法规规制、拓宽渠道,加大生态保护补偿力度、积极有效推进生态保护补偿工作,切实转变政府;二是明确生态补偿载体与补偿对象;三是建立合理的生态补偿经济标准核算方法;四是通过加强生态保护立法、加强生态补偿市场机制研究、建立多种形式的生态补偿途径、颁布生态补偿管理办法、规范生态补偿基金的使用等措施建立和完善生态环境补偿机制,;五六是将生态保护补偿与脱贫攻坚结合起来。
[Abstract]:With the continuous development of China's economy, ecological environmental problems have become increasingly prominent, which has become a major bottleneck hindering the economic and social development. The concept of building a beautiful China put forward by the Central working Conference puts the construction of ecological civilization in an extremely important position. It has become a consensus to construct ecological civilization city and accelerate the construction of ecological compensation. The construction of the ecological economic zone in the west of Jilin Province is an important measure for Jilin Province to conscientiously implement the spirit of the third Plenary session of the 18th CPC Central Committee and the third Plenary session of the 10th CPC Central Committee of Jilin Province to promote the development of the old industrial base in Northeast China. The natural ecological environment in the west of Jilin Province is relatively fragile, and the consciousness of ecological protection is not strong. Under this background, it is of great practical and theoretical significance to study the construction of ecological compensation in the western ecological economic zone of Jilin Province. The ecological environment has been improved after the establishment of the Western Ecological Economic Zone of Jilin Province, but at this stage the concept of ecological planning of the government lags behind, the supporting measures of the region are scarce, and the construction of the ecological industry system is not improved. Some problems, such as imperfect supporting mechanism, still affect the further development of ecological compensation in the region. Based on the successful ecological compensation experience at home and abroad, the successful ecological compensation in Switzerland, Britain and Germany and the development process of the pilot regions in Zhejiang Province and Guizhou Province are described in detail. According to the general model of successful cases, the principle of ecological compensation suitable for the western ecological economic zone of Jilin Province is summed up. The basic principle is to give full play to the function of ecosystem service and the benefit principle of ecological protector is combined, and the government is leading the way. The principle of participation in the whole society, the principle of equal rights and responsibilities, and the corresponding measures and suggestions are put forward: first, through the regulation of policies and regulations, we should widen the channels, increase the compensation for ecological protection, actively and effectively promote the work of ecological protection and compensation, and change the government conscientiously; The second is to define the carrier and object of ecological compensation, the third is to establish a reasonable economic standard accounting method for ecological compensation, and the fourth is to establish a variety of ways of ecological compensation through strengthening ecological protection legislation, strengthening the research on the market mechanism of ecological compensation, and establishing a variety of ways of ecological compensation. Promulgate ecological compensation management measures, standardize the use of ecological compensation funds and other measures to establish and improve the ecological environment compensation mechanism.
