建平县凌河流域水污染综合治理问题研究

【摘要】：水是孕育生命的地方,无论是人类还是动物的生活都离不开水。水域为人类提供着生活用水,同时也为农业和工业生产提供着支持,随着现代技术的发展,水域的作用越来越大。随着经济的发展和人口的增长,我国的水污染现象越发严重,已经严重的威胁到了人们的正常生活。目前,我国有超过2/3的地区存在水污染和缺水的情况,尤其是北方地区。建平县凌河流域位于辽宁省西部,是辽宁省西部最大的河流,贯穿辽西地区,汇入渤海,对于辽宁省的农业生产和经济发展至关重要。然而公共部门对建平县凌河流域的管理意识不足,管理体制欠缺,对凌河流域的污染治理投入不足,导致凌河流域排污设置较少,污水和垃圾的处理能力低下;同时流域附近的民众没有受到足够的管束,保护环境的意识不足,倾倒生活垃圾,甚至丢弃病死动物尸体,附近的企业也在向凌河流域排放污水,导致凌河流域污染日益恶化,流域污染治理工作陷入困局。本文以凌河流域为研究对象,以网络治理的视角去分析凌河流域的水污染治理问题,重点阐述了明确政府的主体地位、在网络化治理中引入先进的企业、鼓励民众参与到网络化治理中、加强主体间的合作意识、建立有效的水污染治理激励机制、建立各个主体的责任机制和建立第三方的监管机制,最终建立了一个全新的建平县凌河流域的网络化的治理的机制。
[Abstract]:Water is the place to give birth to life, whether human or animal life can not be separated from water. With the development of modern technology, water supply is becoming more and more important. With the development of economy and the increase of population, the water pollution in our country is more and more serious, which has seriously threatened people's normal life. At present, more than 2 / 3 of our country has water pollution and water shortage, especially in the north. The Linghe basin of Jianping County is located in the western part of Liaoning Province and is the largest river in the west of Liaoning Province. It runs through the western Liaoning region and flows into the Bohai Sea, which is of great importance to the agricultural production and economic development of Liaoning Province. However, the public sector's lack of awareness of management, lack of management system, inadequate investment in pollution control in Linghe River basin, led to less sewage disposal and low disposal capacity of sewage and garbage in Linghe basin. At the same time, people in the vicinity of the river basin are not under adequate control, lack of awareness of environmental protection, dumping of domestic waste and even dumping of dead and sick animal carcasses. Nearby enterprises are also discharging sewage into the Linghe basin, resulting in worsening pollution in the river basin. Watershed pollution control work into a difficult situation. In this paper, the Linghe River Basin is taken as the research object, and the water pollution control problem in the Linghe River Basin is analyzed from the perspective of network management. The main position of the government is clarified and advanced enterprises are introduced into the network governance. Encourage people to participate in network governance, strengthen the consciousness of cooperation among subjects, establish effective water pollution control incentive mechanism, establish responsibility mechanism of each subject and establish supervision mechanism of third party. Finally, a new network governance mechanism of Linghe River basin in Jianping County is established.
