烟台市农村环境污染治理研究

【摘要】：伴随着我国经济社会的快速发展,农村地区的环境污染问题愈发突出。农村环境污染所诱发的一系列问题已经开始威胁着广大人民群众的身心健康,制约着我国经济社会的全面可持续发展。但是,与城市、工业环境污染治理相对比,农村环境污染治理却存在诸多问题和矛盾——农村地区的环境治理亟待加强。本论文以烟台市作为具体研究对象,通过文献研究法、调查研究法、比较研究法,了解烟台市农村环境污染的现状,指出当前烟台市农村环境防治中的具体问题,分析了问题和矛盾产生的根本原因,在借鉴发达国家在长期治理农村环境污染中的成功经验和国内一些地区在治理过程中的一些有效办法和创新的基础上,有针对性的提出了烟台市农村环境污染治理的对策及建议。本论文概述了当前农村环境污染治理的研究背景、意义,对国内外这一课题的研究成果进行了梳理、总结,主要是针对农村环境污染的成因和治理措施依次进行了分类概括;对国内外成功经验及做法进行了总结,主要讨论了美、德、日等发达国家在治理过程中的成功经验及近几年国内一些地区有效的治理办法和创新。然后概括了当前烟台市农村污染的形势及治理状况,指出农业面源污染、农村生活垃圾、工矿业固废排放等正严重威胁着农村生态环境,烟台市农村环境污染治理形势严峻。进而指出农村环境治理中依然矛盾重重,比如思想重视程度不够、法规机制不健全、监管执法不足、基础设施建设滞后等,这一系列问题亟待解决。在此基础上,提出了烟台市农村环境污染治理的对策建议:提高对烟台市农村环境治理的思想认识,纠正基层组织的政绩观,重视做好宣传教育工作,开展环境争先创优活动等。进一步完善烟台市环境治理的法规机制,加强基层环保队伍建设,提高农村环境监管执法能力。采取措施减少农业面源污染,控制农村地区工业污染排放,推进城乡一体化垃圾处理。加大对烟台市农村环境污染治理的财政和科技投入。坚持统筹规划、科学治理、追求实效的理念对烟台市农村环境进行统合治理。
[Abstract]:With the rapid development of economy and society in China, environmental pollution in rural areas is becoming more and more prominent. A series of problems induced by rural environmental pollution have threatened the physical and mental health of the masses and restricted the overall sustainable development of our country's economy and society. However, compared with urban and industrial environmental pollution control, there are many problems and contradictions in rural environmental pollution control. This paper takes Yantai city as the concrete research object, through the literature research method, the investigation research method, the comparison research method, understands the Yantai city countryside environmental pollution present situation, points out the current Yantai city countryside environment prevention and cure concrete question. This paper analyzes the root causes of the problems and contradictions, on the basis of drawing lessons from the successful experiences of developed countries in the long-term control of rural environmental pollution and on the basis of some effective methods and innovations in the process of governance in some areas of China. The countermeasures and suggestions of environmental pollution control in rural areas of Yantai City are put forward. This paper summarizes the research background and significance of the current rural environmental pollution control, the research results of this topic at home and abroad were combed, summarized, mainly for the causes of rural environmental pollution and treatment measures were classified and summarized in turn; This paper summarizes the successful experiences and practices at home and abroad, mainly discusses the successful experiences of the developed countries such as the United States, Germany, Japan and other developed countries in the process of governance, as well as the effective governance methods and innovations in some areas of China in recent years. Then summarized the current situation and treatment of rural pollution in Yantai, pointed out that agricultural non-point source pollution, rural domestic waste, industrial and mining industry solid waste discharge is a serious threat to the rural ecological environment, Yantai rural environmental pollution control situation is grim. Then points out that the rural environmental governance is still full of contradictions, for example, the degree of ideological attention is not enough, the legal mechanism is not perfect, the supervision and law enforcement is insufficient, the infrastructure construction lags behind and so on, this series of problems need to be solved urgently. On the basis of this, the paper puts forward the countermeasures and suggestions for the control of rural environmental pollution in Yantai City: to improve the ideological understanding of rural environmental control in Yantai City, to correct the political achievements of grass-roots organizations, and to attach importance to propaganda and education work. Develop the environment to create the best activities and so on. We should further improve the laws and regulations for environmental control in Yantai, strengthen the building of environmental protection teams at the grass-roots level, and improve the law enforcement capacity of rural environmental supervision. Measures should be taken to reduce agricultural non-point source pollution, to control industrial pollution emissions in rural areas and to promote urban and rural integrated waste disposal. Increase in Yantai City rural environmental pollution control of the financial and scientific and technological investment. Adhere to the overall planning, scientific governance, the concept of practical results of Yantai City rural environment integration governance.
