基于能值理论的生态污水处理系统资产价值评估模型构建及应用
[Abstract]:As a new way to solve urban water pollution, ecological sewage treatment system has become the focus of cooperation between government and social capital in the field of public service. The evaluation of the value of public service projects in the transfer stage can prevent the loss of public assets and realize the maximization of social and economic benefits. According to the model of public-private joint venture project, the evaluation of ecological sewage treatment system is focused on the judgment and prediction of its use performance. Only under the premise of clear use performance, can the value of its assets be accurately located. Ecological sewage treatment system belongs to ecological assets. There are two problems in the existing evaluation methods. One is the lack of scientific explanation of the complex relationship between the components of the system and the operation mechanism. The other is that the evaluation method is limited to the static evaluation of a certain time node, and the purpose of the evaluation is to analyze the material and value of the ecological service function, but not the dynamic analysis of the ecological process. These two problems restrict the development of ecological value evaluation. In this study, the emergy analysis theory and time series analysis method are used to give full play to the superiority of emergy theory in analyzing complex systems. Based on the analysis of the ecological sewage treatment system, an emergy index system for evaluating the performance of the system is established from the aspects of operation efficiency, resource structure, functional stability and environmental security, and the static value of the system assets is evaluated. The concepts of fixed emergy input and current emergy input are proposed innovatively. The modified emergy index and data processing method are proposed to optimize the results of time series analysis and to realize the dynamic valuation of assets. Finally, taking Xiangfen County constructed wetland sewage treatment system as an example, the operation data from July 2009 to December 2013 are statistically collated, and the evaluation model and data processing method proposed in this study are used to evaluate the performance of the system. The evaluation results are explained, and the proposed model is reviewed according to the case analysis process and results.
