晋江市水污染治理问题研究
[Abstract]:With the constant attention paid by the state to environmental control, strengthening water pollution control and improving the quality of river basin water pollution treatment have become the focus of environmental protection. However, in the process of water pollution control, there are some problems, such as poor coordination and low citizen participation, which make the effect of water pollution control not satisfactory. In this paper, the model of water pollution control in Jinjiang river basin is studied. In the course of this study, firstly, the situation of water pollution in Jinjiang river basin is analyzed, and the methods and measures of pollution control in Jinjiang are explained. Secondly, combined with theory and practice, The problems and causes encountered in the process of water pollution control in Jinjiang are comprehensively analyzed, and the successful experiences of water pollution control in Europe on Rhine River and Suzhou River in Shanghai are analyzed in depth. Finally, some countermeasures are put forward according to the actual situation of Jinjiang river basin pollution control. In the aspect of setting up scientific concept of water pollution control in river basin, local government should change the concept of competition in economic development. Enterprises should establish a strong sense of social responsibility, a strong sense of public participation in the environment, improve the water pollution coordination mechanism and establish a democratic consultative management system in the water pollution management system of the basin in Jinjiang. With regard to the means of water pollution control in river basins, we should establish an ecological compensation mechanism, carry out the collection of water pollution taxes, promote the trading of emission rights, increase the financial support for water pollution control, and broaden the financing channels, and so on. In the protection system of watershed water pollution control, a new supervision and assessment mechanism based on green GDP should be established, and a watershed emergency plan should be formulated. In addition, we should further improve the relevant laws and regulations, and effectively improve the quality and effect of water pollution control in Jinjiang river basin. Through the research of this paper, not only the current situation and existing problems of water pollution control in Jinjiang river basin are fully understood, but also the reference function and reference value for drawing up scientific treatment countermeasures for reference of foreign advanced management experience.
