城市集聚密度与环境污染的空间交互溢出效应

【摘要】:通过构建空间联立方程,基于2003—2013年285个地级及以上城市的数据,采用广义空间三阶段最小二乘法进行估计,对城市空间集聚密度与环境污染的空间交互溢出效应进行实证检验。研究发现:(1)空间集聚密度与人均二氧化硫及人均烟尘排放之间存在显著的相互抑制作用。(2)空间集聚密度、人均二氧化硫及人均烟尘排放均存在着显著的空间外溢效应。(3)空间集聚密度与人均二氧化硫及人均烟尘排放量之间存在明显的交互空间溢出效应。地区空间集聚密度的增加,尽管有利于该地区环境经济效率的提升,但却加剧了周边地区的环境污染。(4)空间集聚密度对环境污染的影响机制存在异型性,空间集聚密度的增大均会显著降低人均二氧化硫的排放,但空间集聚密度与人均烟尘排放存在典型的"倒U"型发展关系。整体来看,尽管中国地区间的经济增长业已呈现一定的空间联动发展模式,空间的集聚力量呈现显著的外溢效应,但地区之间在经济规模与环境污染的抉择中仍然存在明显的"逐低竞争"态势。未来应该加强地区间关于环境污染的协同治理机制建设,对各类环境污染物实施分类的减排措施。此外,应该进一步打破市场分割,实现要素自由流动,提升中国经济整体的空间集聚密度。
[Abstract]:Based on the data of 285 cities at or above the prefectural level from 2003 to 2013, the spatial simultaneous equation is constructed, and the generalized spatial three-stage least square method is used to estimate it. This paper empirically tests the spatial spillover effect between urban spatial agglomeration density and environmental pollution. The results show that: (1) there is a significant interaction between spatial concentration density, sulfur dioxide per capita and smoke emission per capita, and (2) spatial concentration density, There is significant spatial spillover effect between per capita sulfur dioxide and per capita soot emission. (3) there is obvious spatial spillover effect between spatial concentration density and per capita sulfur dioxide and per capita soot emission. The increase of regional spatial agglomeration density is beneficial to the improvement of environmental and economic efficiency, but it intensifies the environmental pollution in the surrounding areas. (4) the influence mechanism of spatial agglomeration density on environmental pollution is heterogeneity. The increase of spatial agglomeration density can significantly reduce the emission of sulfur dioxide per capita, but there is a typical "inverted U" type development relationship between spatial agglomeration density and per capita soot emission. On the whole, although the economic growth among regions in China has shown a certain pattern of spatial linkage development, the agglomeration of spatial forces has a significant spillover effect. However, there is still a trend of "low competition" between regions in the choice of economic scale and environmental pollution. In the future, we should strengthen the construction of cooperative control mechanism on environmental pollution among different regions, and implement the measures to reduce the emission of various kinds of environmental pollutants. In addition, the market segmentation should be further broken, the free flow of elements should be realized, and the spatial agglomeration density of the whole Chinese economy should be enhanced.
