马克思主义生态观视野下吉林省生态环境建设研究

【摘要】：21世纪,全球范围内生态环境的不断恶化已成为不争的事实,人类的生存与发展也面临着前所未有的严峻挑战。近年来,随着我国日益加剧的大气污染、自然资源日趋紧张、土地沙漠化等一系列生态问题频发,人们才逐渐认识到环境保护问题的重要性。党中央与时俱进,在马克思主义生态观的指导下,不断丰富和发展社会主义生态文明理论。党的十七大首次提出建设社会主义生态文明,十八大又明确将社会主义生态文明提升到“五位一体”战略布局的新高度,标志着生态文明理论的逐渐完善和系统化,是马克思主义中国化最新发展成果的重要体现,不但是对马克思主义生态观的弘扬与发展,更是保证我国经济社会持续发展的一项伟大举措。马克思主义生态观强调人与自然的辩证统一,人与自然的和谐发展。人以及自然界的万事万物都不是相互孤立的,而存在着复杂的联系和相互作用。人类对自然盲目性、随意性、不尊重自然规律的改造行为,势必会破坏生态环境的整体平衡,人类社会的可持续发展也就无从谈起。马克思主义生态观在中国经历了不断丰富和发展的过程,社会主义生态文明建设更是马克思主义生态观理论的又一次升华。而生态环境建设对落实科学发展观、推进中国特色社会主义具有重要意义。生态环境建设是中国特色社会主义建设的必然要求,是全面建成小康社会的重要内容,也是可持续发展道路上的必然选择。本文站在马克思主义生态观的基础上,以吉林省生态环境建设为研究对象,深入分析了吉林省生态环境建设中出现的一系列问题:环保意识相对落后、自然资源受损程度相当严重、生态污染日趋严重、环境保护体制不健全,其原因在于吉林省在开展生态环境建设中缺乏科学的理论指导、片面追求短期的经济效益、环境保护政策的执行力不足。最后,依据马克思主义生态观视角下生态环境建设应该遵循的原则,分析了吉林省生态环境建设的具体对策:通过大力发展循环经济、优先开展生态产业,提升生态经济整体经济中的比重;通过建立生态文化理念、提高公民生的生态意识,进一步完善生态体制;通过完善相关法律法规、优化生态补偿机制,进一步完善生态环境保护制度体系。
[Abstract]:In the 21st century, the deterioration of the ecological environment in the global scope has become an indisputable fact, and the survival and development of human beings are facing unprecedented severe challenges. In recent years, with the worsening of air pollution, the increasingly tense natural resources and a series of ecological problems such as desertification, people gradually realize the importance of environmental protection. Under the guidance of Marxist ecological view, the CPC Central Committee has enriched and developed the theory of socialist ecological civilization. The 17th National Congress of the Party proposed for the first time the construction of socialist ecological civilization, and the 18th National Congress of the Communist Party of China explicitly elevated the socialist ecological civilization to a new height of the strategic layout of "five in one", marking the gradual improvement and systematization of the theory of ecological civilization. It is an important embodiment of the latest development achievement of Marxism in China. It is not only the promotion and development of Marxist ecological view, but also a great measure to ensure the sustainable development of our country's economy and society. Marxist ecological view emphasizes the dialectical unity of man and nature and the harmonious development of man and nature. Man and all things in nature are not isolated from each other, but there are complex relations and interactions. The human transformation of nature blindness, randomness and disrespect for natural laws is bound to destroy the overall balance of ecological environment, and the sustainable development of human society can not be discussed. Marxist ecological view has experienced a process of continuous enrichment and development in China, and the construction of socialist ecological civilization is another sublimation of Marxist ecological view theory. The construction of ecological environment is of great significance to the implementation of the scientific concept of development and the promotion of socialism with Chinese characteristics. The construction of ecological environment is an inevitable requirement of socialist construction with Chinese characteristics, an important content of building a well-off society in an all-round way, and an inevitable choice on the road of sustainable development. Based on the Marxist ecological view and taking the ecological environment construction of Jilin Province as the research object, this paper deeply analyzes a series of problems in the ecological environment construction of Jilin Province: the consciousness of environmental protection is relatively backward, The damage degree of natural resources is quite serious, ecological pollution is becoming more and more serious, and the environmental protection system is not perfect. The reason lies in the lack of scientific theoretical guidance in carrying out ecological environment construction in Jilin Province, and the one-sided pursuit of short-term economic benefits. The enforcement of environmental protection policy is insufficient. Finally, according to the principles that should be followed in the construction of ecological environment from the perspective of Marxist ecological view, this paper analyzes the concrete countermeasures of ecological environment construction in Jilin Province: through vigorously developing circular economy, giving priority to ecological industry, Enhancing the proportion of ecological economy in the whole economy; Through the establishment of ecological culture concept, improve the ecological awareness of citizens, further improve the ecological system, through the improvement of relevant laws and regulations, optimize the ecological compensation mechanism, further improve the system of ecological environment protection system.
