中国雾霾治理的利益协调问题研究

【摘要】:雾霾治理触及到广大人民的根本利益,是人民生存权利的基本保障;雾霾治理关乎到美丽中国的构建,是国家实现可持续发展,打造美丽家园的必经环节;雾霾治理链接着和谐中国的发展理念,是肩负大国责任的形象体现。当前,雾霾天气越来越频繁,严重影响着居民的生活以及社会的正常运转,治理迫在眉睫。然而,仅仅意识到雾霾天气的产生是天气因素与人为因素的结合远远不够,还要意识到雾霾的产生是经济发展方式的弊端所致。雾霾治理不应仅从技术上或者单从治理雾霾的角度上考虑,要看到经济发展模式的缺陷,更进一步地要意识到雾霾治理中各利益主体间的矛盾与冲突。自2013年雾霾频发之后,国家致力于空气治理,然而效果并不显著。由于雾霾的扩散性、外部性以及各利益主体的“经济人”理性,单兵作战模式几乎行不通。中央政府对雾霾的严格治理,如若得不到地方政府的支持或者企业的协调配合、百姓的监督,治理成效将会大打折扣。所以,要有效的治理雾霾,建设美丽中国,就必须理清雾霾治理中各主体间的利益关系并加以协调。“工欲善其事,必先利其器”,方法对了,问题才能解决。因此,针对当前雾霾的治理情况,本文从经济学的角度出发,着重分析雾霾治理中的利益协调关系,并在此基础上提出治理雾霾的有效对策。本文共分为七部分。第一部分是绪论。介绍研究背景、研究意义、文献的综述以及创新点、方法;第二部分为概念界定与理论基础。对雾霾、利益主体进行界定,并介绍本文涉及的理论,比如博弈论、外部性理论、利益相关者理论等;第三部分,中国雾霾治理的利益主体分析。先划分了主要核心利益主体(中央政府、地方政府、三高企业、农民、社区居民),然后用博弈论的方法对主体间的利益协调现状进行分析;第四部分,中国雾霾治理利益协调的现状分析。着重叙述目前我国在雾霾治理中利益失调的表现以及利益失调的原因;第五部分,国外雾霾治理利益协调的经验与借鉴。主要对英美等发达国家以及发展中国家治霾过程中利益协调的实践过程进行叙述,并指出对我国的借鉴意义;第六部分,推进我国雾霾治理利益协调的的政策建议。分别从政府职责、相关制度以及主体参与等方面提出对策;第七部分,结论与展望。总结文章的研究成果以及研究不足。
[Abstract]:Haze governance touches upon the fundamental interests of the vast majority of the people and is the basic guarantee of the people's right to exist, and haze governance is related to the construction of beautiful China, and is the necessary link for the country to achieve sustainable development and build a beautiful home. Haze governance is linked to the concept of harmonious China's development, is the image of shouldering the responsibility of a large country. At present, haze weather is more and more frequent, seriously affecting the life of residents and the normal operation of society, governance is imminent. However, it is not enough to realize that the occurrence of haze weather is the combination of weather factors and man-made factors. It is also necessary to realize that the emergence of haze is caused by the malpractice of economic development mode. The governance of haze should not only be considered from the point of view of technology or from the point of view of governance of haze, but also should see the defects of economic development mode, and further realize the contradictions and conflicts among various stakeholders in the governance of haze. Since 2013, haze frequency, the country is committed to air governance, but the effect is not significant. Because of the diffusivity and externality of haze, and the rationality of "economic man" among all the stakeholders, the single combat mode is almost impossible. If the central government does not get the support of the local government or the coordination of the enterprises and the supervision of the people, the effectiveness of the haze management will be greatly reduced. Therefore, in order to effectively govern haze and build a beautiful China, it is necessary to clear up and coordinate the interests of each main body in haze governance. If you want to do a good job, you have to use your weapon first. If the method is right, the problem can only be solved. Therefore, in view of the current governance of haze, this paper, from the point of view of economics, focuses on the analysis of the interest coordination relationship in haze governance, and on this basis, puts forward the effective countermeasures for the governance of haze. This paper is divided into seven parts. The first part is the introduction. Introduce the research background, research significance, literature review, innovation points, methods; the second part is the definition of the concept and theoretical basis. This paper defines haze and stakeholders, and introduces the theories involved in this paper, such as game theory, externality theory, stakeholder theory and so on. The third part is the analysis of the stakeholders of haze governance in China. First, it divides the main core stakeholders (central government, local government, three high-level enterprises, farmers, community residents), and then analyzes the current situation of interest coordination among the subjects with the method of game theory; The fourth part, the analysis of the current situation of haze governance interest coordination in China. This paper focuses on the performance and reasons of interest imbalance in haze governance in China at present, and the fifth part, the experience and reference of foreign countries in the coordination of interests in haze governance. This paper mainly describes the practical process of interest coordination in the process of management of haze in developed countries such as Britain and the United States and developing countries, and points out the significance for reference to our country. The sixth part, the policy suggestions to promote the coordination of interests in the governance of haze in China. Respectively from the government responsibility, the relevant system and the main body participation and other aspects of countermeasures; part VII, conclusions and prospects. Summarize the research results of the article and the deficiency of the research.
