环境规制的污染减排效应研究——基于面板门槛模型的检验

【摘要】：本文在环境规制与污染减排的文献分析基础上,提出关于环境规制(1)的污染减排效应假设,采用Hansen"门槛回归"模型分别对正式环境规制和非正式环境规制的污染减排效应进行面板回归分析,并引入正式环境规制与非正式环境规制交互项深入剖析。研究结果发现,正式、非正式环境规制对污染排放强度的作用呈现倒"U"形变化,指示变量人均GDP的门槛阈值分别为2.4090万元和2.0679万元,高于门槛阈值时污染减排效应才会显现,而且正式、非正式环境规制之间的双向传导机制确实存在。此外,当人均GDP超过6.9545万元后,非正式环境规制存在污染减排效应的"回弹"现象。因此,要丰富环境规制工具来淘汰落后产能,加快供给侧结构性改革;要发挥环保法在维护公众环境规制参与权中的重要作用,避免非正式环境规制失效。
[Abstract]:On the basis of the literature analysis of environmental regulation and pollution emission reduction, this paper puts forward the hypothesis of the pollution reduction effect of environmental regulation (1), and the Hansen "threshold regression" model is adopted to carry out panel regression analysis on the pollution reduction effect of the formal environmental regulation and the informal environment regulation, respectively. In addition, the interaction of formal environmental regulation and informal environment regulation is introduced. The results of the research show that the effect of formal and informal environmental regulation on the emission intensity of the pollution presents an inverted "U"-shaped change, indicating that the threshold threshold of the per-capita GDP of the variable is 2.4090 million yuan and 2.0679 million yuan, respectively, and the pollution emission reduction effect will appear when the threshold is higher than the threshold value, and the formal, The two-way conduction mechanism between the informal environmental regulations does exist. In addition, when the per capita GDP exceeds 6.94.5 million yuan, there is a "rebound" of pollution emission reduction effect in the informal environment. Therefore, it is necessary to enrich the environmental regulation tools to eliminate the backward production capacity and to accelerate the supply-side structural reform; to play an important role in maintaining the right to participate in the public environment regulation, the environmental protection law should be brought into play to avoid the failure of the informal environment regulation.
