俄罗斯城市可持续发展及其对中国城市的启示研究

城市可持续发展是我们地球繁荣未来的一个重要方面。根据2005年联合国世界峰会的成果,可持续发展的概念包含三个基本要素:社会、经济和环境。社会经济发展问题是国家政策的核心。从方法和途径到解决(具体)问题的方案取决于国家的繁荣和国民的经济生活水平。面对严峻的全球竞争,城市居住模式的管理以及寻求组织和管理人力、国土和生产资源的最佳解决方案是社会经济发展的途径之一。目前国家最高一级的国土开发规划和管理流程的演变正在进行,并与其他各级政府的规划系统进行协调。根据在2017年5月8日至12日举行的联合国人类住区规划署理事会第二十六届会议的报告,这是在城市(市政)层面提高国家政策执行效率和改善城市环境质量的关键要求之一。国家政策发展的另一个重要要求是将传统经济转变为知识经济,并带领该国走向世界技术领先,这是最可持续的经济发展方式。建立国家的创新基础设施是实现这些任务的必要条件之一。在此背景下,对世界上最大的两个国家(俄罗斯和中国)的城市发展经验的研究正在成为城市规划、设计和建筑广阔领域专家的宝贵知识来源。本文的研究目标是明确俄罗斯和中国社会经济政策的优先事项并对其在国土和城市规划层面的实施机制进行比...
