【摘要】:随着勘察设计行业竞争的加剧,HL化工设计院为了生存与发展,项目专业技术人才的管理也由粗放式管理转变为精细化管理,非系统化管理转变为系统化管理。然而,HL化工设计院仍存在工作效率低,核心骨干人员流失等问题,原因主要是项目专业技术人才绩效考核体系不健全。为了更好的保持企业发展的动力,共同达成企业发展的目标,为项目专业技术人才建立起体系完整,指标健全,权重适宜,周期合理,应用广泛,流程规范的绩效考核体系成为HL化工设计院的重要工作。本文以HL化工设计院项目专业技术人才绩效考核为研究对象,对HL化工设计院项目专业技术人才现有绩效考核现状中存在的问题,运用人力资源绩效考核理论,提出HL化工设计院项目专业技术人才绩效考核的原则,确定将员工工作态度、工作能力、工作业绩和客户评价作为年度绩效考核指标;其次运用目标管理法、人力资源管理理论,设置月度绩效考核,将月度绩效考核和年度绩效考核相结合;最后本文对绩效考核的结果应用和存在的不足作了探讨。本文将绩效考核和项目管理理论与HL化工设计院现状相结合,按照理论服务实践的原则,通过本文的研究,对HL化工设计院或中小型设计院的项目专业技术人才的管理起到有一定的借鉴作用。
[Abstract]:With the intensification of competition in survey and design industry, HL Chemical Design Institute has changed from extensive management to meticulous management in order to survive and develop, and non systematic management has been transformed into systematic management. However, HL chemical design institute still has some problems, such as low efficiency and loss of core personnel. The main reason is that the performance appraisal system of project professionals is not perfect. In order to maintain the power of enterprise development, to achieve the goal of enterprise development, professional and technical personnel for the project to establish a complete system, improve the index weight, suitable for wide application, reasonable cycle, regulate the flow of the performance appraisal system become the important work of HL chemical design institute. This paper takes the project of HL Design Institute of chemical industry of professional and technical personnel performance appraisal as the research object, the existence of HL Project Design Institute of chemical industry of professional and technical personnel performance appraisal situation existing problems in the use of human resources performance assessment theory, put forward the project of HL Design Institute of chemical industry of professional and technical personnel performance appraisal principle, determine the employee's work attitude, work ability, the working performance and customer evaluation as the annual performance appraisal index; secondly the target management method, human resource management theory, set up the monthly performance appraisal, the monthly performance evaluation and annual performance evaluation combined with the results of the final; lack of performance appraisal and its application are discussed. This paper combines performance appraisal and project management theory with the current situation of HL Chemical Design Institute. According to the theory of service practice, through the research of this paper, it can play a certain role in the management of project professional and technical personnel in HL chemical design institute or small and medium-sized design institute.
