【摘要】:十八大报告中指出,要大力发展生态文明。建设生态文明,是关系人民福祉、关乎民族未来的长远大计。面对资源约束趋紧、环境污染严重、生态系统退化的严峻形势,必须树立尊重自然、顺应自然、保护自然的生态文明理念,把生态文明建设放在突出地位,融入经济建设、政治建设、文化建设、社会建设各方面和全过程,努力建设美丽中国,实现中华民族永续发展。2015年5月中共中央、国务院日前印发《关于加快推进生态文明建设的意见》,总体要求:强化主体功能定位,优化国土空间开发格局;健全生态文明制度体系;加强生态文明建设统计监测和执法监督;加快形成推进生态文明建设的良好社会风尚;切实加强组织领导。到2020年,资源节约型和环境友好型社会建设取得重大进展,主体功能区布局基本形成,经济发展质量和效益显著提高,生态文明主流价值观在全社会得到推行,生态文明建设水平与全面建成小康社会目标相适应。在国家生态治理的指导之下,黑龙江省结合自身的实际情况,2015年黑龙江省委黑龙江政府在《关于加快推进生态文明建设的实施意见中》指出:作为生态大省的黑龙江省,是中国北方重要的生态屏障,具有推动可持续发展的战略性优势,同时,加快推进生态文明建设,是中国特色社会主义事业"五位一体"总体布局的重要内容,是贯彻党中央"四个全面"战略布局的内在要求,也是黑龙江省实施"五大规划"发展战略。2016年黑龙江省十三五规划的提出,更明确了生态治理的战略目标。对于黑龙江省如何在新型城镇化过程中完善政府生态治理的问题,本文从新型城镇化和政府生态治理的内涵出发,在相关理论支撑的基础上,综合运用调查分析、实证分析、比较分析等多种分析方法,阐述黑龙江省新型城镇化进程中政府生态治理的现状,通过对现状分析,揭示出黑龙江省新型城镇化进程中政府生态治理存在的问题,例如法律法规的不完善、环保基础设施缺乏、生态环境持续恶化、综合运用生态监管的手段存在严重不足、生态治理方式单一等问题;在对美国、日本、德国以及安徽、江苏等国内外经验的基础上,结合黑龙江省目前的实际情况,针对黑龙江省新型城镇化中政府生态治理存在的问题提出:加强法律法规和制度建设;在资金获取能力上,搭建政府生态治理融资平台;在环保责任意识上,提升公民和企业的生态治理与保护的责任意识;在管理体制上,不断的健全管理体制和完善监督机制,同时,不断提升行政主体的综合素质;在参与方式上,鼓励公民、企业、NGO、运用"互联网+"多元化的参与模式。
[Abstract]:It was pointed out in the report of the 18 National Congress that ecological civilization should be vigorously developed. The construction of ecological civilization is a long-term plan concerning the well-being of the people and the future of the nation. In the face of the tightening of resource constraints, the environment is seriously polluted. In the severe situation of ecosystem degradation, we must set up the concept of ecological civilization which respects nature, conforms to nature and protects nature, puts ecological civilization construction in a prominent position and integrates it into economic construction, political construction and cultural construction. In all aspects and in the whole process of social construction, we should strive to build a beautiful China and realize the sustainable development of the Chinese nation. In May 2015, the CPC Central Committee and the State Council issued "opinions on speeding up the Construction of Ecological Civilization". Overall requirements: strengthen the main function positioning, optimize the pattern of land and space development; Perfecting the system of ecological civilization; Strengthening the statistical monitoring and law enforcement supervision of ecological civilization construction; Accelerating the formation of a good social custom to promote the construction of ecological civilization; By 2020, great progress had been made in building a resource-conserving and environment-friendly society, the distribution of major functional areas had basically been formed, and the quality and efficiency of economic development had improved significantly. The mainstream values of ecological civilization have been carried out in the whole society, and the level of ecological civilization construction is compatible with the goal of building a well-off society in an all-round way. Under the guidance of national ecological governance, Heilongjiang Province combines its own actual situation. In 2015, Heilongjiang government pointed out that Heilongjiang Province, as a big ecological province, is an important ecological barrier in North China. At the same time, speeding up the construction of ecological civilization is an important content of the overall layout of "five in one" in the cause of socialism with Chinese characteristics. It is the internal requirement of carrying out the "four all-round" strategic layout of the Party Central Committee, and is also the development strategy of carrying out the "five big plans" in Heilongjiang Province. In 2016, Heilongjiang Province's 13th Five-Year Plan was put forward. For the problem of how to improve the government ecological governance in the process of new urbanization, this paper starts from the connotation of new urbanization and government ecological governance. On the basis of relevant theory, comprehensive use of investigation and analysis, empirical analysis, comparative analysis and other analysis methods, this paper expounds the current situation of government ecological governance in the process of new urbanization in Heilongjiang Province, through the analysis of the status quo. This paper reveals the problems existing in the government ecological governance in the process of new urbanization in Heilongjiang Province, such as the imperfection of laws and regulations, the lack of environmental protection infrastructure, and the continuous deterioration of ecological environment. The comprehensive use of ecological supervision means has serious shortcomings, ecological governance mode is single, and so on; In the United States, Japan, Germany, Anhui, Jiangsu and other domestic and foreign experience, combined with the actual situation in Heilongjiang Province. In view of the problems existing in the ecological governance of the government in the new urbanization of Heilongjiang Province, this paper puts forward the following points: strengthening the construction of laws, regulations and systems; In the ability of obtaining funds, build the financing platform of government ecological governance; In the sense of environmental protection responsibility, we should enhance the sense of responsibility for ecological governance and protection of citizens and enterprises; In the management system, constantly improve the management system and improve the supervision mechanism, at the same time, constantly improve the comprehensive quality of the administrative body; In the way of participation, encourage citizens, enterprises to use the "Internet" diversified participation model.
