【摘要】：化工项目投资大、工艺复杂等特点,运营期包含了高温高压、易燃易爆、有毒有害等工艺介质及相应的压力容器、管道,可以说是风险无处不在。而我国又是缺油多煤的国家,通过煤化工项目来制造甲醇,促进甲醇汽油行业及下游产品的发展,对我国的经济发展是十分必要。本文以风险管理为研究方向,对A企业甲醇项目进行风险管理研究,主要从风险管理理论出发,以A企业甲醇项目风险管理为实体,通过风险管理现状分析,找出存在问题,并对问题进行原因分析,进而提出改善措施,并能将措施运用于项目实际生产,以此检验理论运用的可行性。在进行风险源分析时,采用安全检查表法辨识危险源,并对已辨识的风险源采用LSR法计算出风险度,进而找出风险管理的四种影响因素主次顺序;针对影响风险管理的四种因素,找出甲醇项目运行中风险管理存在的问题;在进行问题分析时,采用调查问卷方法分别找出影响四种风险因素关键问题和次要问题,并对找出的风险管理问题的原因进行一一的剖析;针对问题的产生的原因结合实际情况提出改进措施。在风险管理监控方面,采用PDCA管理体系将风险管理工作进行闭环管理,确保风险管理循环持续,不断完善。在此基础上总结风险应对措施,为企业的风险管理提供理论依据。
[Abstract]:The chemical project has the characteristics of large investment and complex process. The operation period includes high temperature and high pressure, flammable and explosive, toxic and harmful process medium and the corresponding pressure vessel, pipeline, it can be said that the risk is everywhere. But our country is short of oil and many coal, it is very necessary for our country to make methanol through coal chemical project and promote the development of methanol gasoline industry and its downstream products. This paper takes risk management as the research direction, carries on the risk management research to the A enterprise methanol project, mainly embarks from the risk management theory, takes the A enterprise methanol project risk management as the entity, through the risk management present situation analysis, finds out the existence question. The causes of the problem are analyzed, and the improvement measures are put forward, which can be applied to the actual production of the project, so as to test the feasibility of the application of the theory. In the process of risk source analysis, the safety check table method is used to identify the risk source, and the LSR method is used to calculate the risk degree for the identified risk source, and then the sequence of the four influencing factors of risk management is found out. In view of the four factors affecting risk management, the problems existing in the risk management of methanol project are found out, and the key problems and secondary problems of the four risk factors are found out by using the questionnaire method in the process of problem analysis. The causes of the risk management problems are analyzed one by one, and the improvement measures are put forward according to the causes of the problems. In the aspect of risk management monitoring, PDCA management system is adopted to carry out closed loop management of risk management to ensure the continuous and continuous improvement of risk management cycle. On this basis, risk countermeasures are summarized to provide theoretical basis for enterprise risk management.
