【摘要】：面对经济社会发展对矿产资源的依赖和需求;面对矿产资源的不可再生性和稀缺性等特征,人类社会必须合理开发利用矿产资源,科学管控矿产资源,以保持矿产资源的经济效益、社会效益与环境效益相平衡。本文旨在通过研究吉林省矿产资源管理现状与存在的问题,以期对吉林省矿产资源管理的理论与实践研究提供参考。对吉林省矿产资源管理的现状与问题研究,可以更好地定位我省矿产资源的优劣势及未来的管理重点,从而合理规划布局和开发利用好我省的矿产资源,提升其资源的经济保障作用。通过研究,得出吉林省矿产资源管理目标对策。即:吉林省矿产资源管理要以转变管理理念为出发点,以科学管控矿产资源为目标,注重人才培养,加强管理制度、机制、体制的创新;重点开发利用吉林省优势矿产资源,延长产业链;加强宏观调控,做好矿产资源的保护与储备工作;同时培育风险勘探资本市场,加快矿产资源勘探,从而保障矿产资源更好地服务于全省经济社会发展的需要。
[Abstract]:In the face of the dependence and demand of economic and social development on mineral resources, the non-reproducibility and scarcity of mineral resources, human society must develop and utilize mineral resources reasonably, and scientifically control mineral resources. In order to maintain the balance of economic, social and environmental benefits of mineral resources. The purpose of this paper is to provide a reference for the theoretical and practical study of mineral resources management in Jilin Province by studying the present situation and existing problems of mineral resources management in Jilin Province. The research on the present situation and problems of mineral resources management in Jilin Province can better locate the advantages and disadvantages of mineral resources and the key points of future management in our province, so as to rationally plan the layout and develop and utilize the mineral resources of our province. Enhance the economic protection role of its resources. Through the research, the target countermeasures of mineral resources management in Jilin Province are obtained. That is, the management of mineral resources in Jilin Province should take the change of management idea as the starting point, take the scientific control of mineral resources as the goal, pay attention to the cultivation of talents, strengthen the innovation of management system, mechanism and system, and focus on the exploitation and utilization of Jilin Province's superior mineral resources. We should extend the industrial chain, strengthen macro-control, do a good job of protecting and reserving mineral resources, at the same time cultivate the risk exploration capital market, speed up the exploration of mineral resources, so as to ensure that mineral resources can better serve the needs of the economic and social development of the province.
