世界自由港演化与制度研究

【摘要】：自由港是一种非常古老的贸易促进工具,是世界自由区的初始形态。自由港的产生与演化是经济全球化和贸易自由化演进过程中的阶段性表现,是国际关系体系和国家经济制度变迁共同作用的结果。中国在改革开放的过程中,一直保持对自由港的关注,并不断尝试吸纳和借鉴自由港制度中的理念和规则,满足不同时期对外开放和经济发展的需要。中国四大自由贸易试验区建设的启动,引发了关于自由港和自由贸易园区研究的新高潮。本文在总览以往对自由港及其制度的研究后发现,现有研究从不同侧面对以自由港为代表的各类自由区的功能特征、运作模式、管理制度和经济作用进行了现状描述和分析,具有较强的应用价值,但仍存在以下不足：①对以自由港为代表的自由区的整体认识较为模糊,甚至存在混淆和误判。②对自由港制度的理解不全面,且制度研究层次比较单一。③对自由港及其制度的演化趋势缺乏系统性的、动态性的把握。针对上述不足,本文以新自由制度主义理论、国际公共物品理论、非传统安全理论为指导,将理论与实际相结合、比较分析和整体分析相结合、现状描述和历史追溯相结合,围绕自由港概念、功能、形态和制度的演化展开研究。本文将以自由港为代表的自由区作为研究对象,从辨析各种自由区的概念、功能、类型入手,搭建自由区概念体系,点明自由港功能演化的路径,提出以港口发展形态为基础的“海、陆、空”三型自由港分类方法,总结自由港的代际演化规律,以此形成对世界自由区的整体认识。在对自由港制度的研究中,本文分析了自由港制度的内涵、属性和构成,创新性地采用国际公共物品理论辨析自由港制度的属性；将自由港的演化视为一种整体性的制度变迁,在国际体系下研究影响自由港制度变迁的因素。最后,本文讨论了自由港制度的外溢效应,从“国际公共物品”视角分析了自由港制度外溢效益的形成原理、作用机理；从“非传统安全”视角分析了自由港制度的风险及其外溢特征；在此基础上阐述了自由港制度外溢效应对中国自由贸易试验区制度建设的启示。
[Abstract]:Freeport is a very old trade promotion tool and the initial form of the world free zone. The emergence and evolution of the free port is the stage performance in the process of economic globalization and trade liberalization. It is the result of the joint action of the system of international relations and the change of national economic system. In the process of reform and opening up, China has been paying close attention to the free port, and has been trying to absorb and learn from the ideas and rules of the free port system to meet the needs of opening to the outside world and economic development in different periods. The construction of four free trade test zones in China has triggered a new climax in the study of free ports and free trade parks. After summarizing the previous researches on the free port and its system, this paper finds out that the existing studies describe and analyze the function, operation mode, management system and economic function of all kinds of free zones represented by the free port from different aspects. Has strong application value, but still has the following deficiency: 1 to take the free port as the representative free zone the overall understanding to be relatively vague, even exists the confusion and the misjudgment .2 to the free port system understanding is not comprehensive, Moreover, the institutional research level is relatively single. 3 lack of systematic and dynamic understanding of the evolution trend of Freeport and its system. In view of the above deficiencies, this paper, guided by the neo-liberal institutionalism theory, the international public goods theory and the non-traditional safety theory, combines theory with practice, comparative analysis with overall analysis, current situation description with historical tracing. This paper focuses on the evolution of the concept, function, form and system of free port. In this paper, the free zone represented by the free port is taken as the research object. The concept system of the free zone is set up from the analysis of the concept, function and type of the free zone, and the path of the function evolution of the free port is pointed out. This paper puts forward a classification method of "sea, land and air" free ports based on port development, summarizes the intergenerational evolution law of free ports, and forms an overall understanding of the free zones in the world. In the study of the free port system, this paper analyzes the connotation, attributes and composition of the free port system, innovatively uses the theory of international public goods to distinguish the nature of the free port system, and regards the evolution of the free port as a holistic institutional change. This paper studies the factors that influence the institutional change of free port under the international system. Finally, this paper discusses the spillover effect of the free port system, analyzes the formation principle and mechanism of the free port system spillover benefit from the perspective of "international public goods". This paper analyzes the risks and spillover characteristics of the free port system from the perspective of "non-traditional security", and on this basis, expounds the enlightenment of the free port system spillover effect to the system construction of China's free trade experimental area.
