【摘要】：伴随国际科技竞争的加剧以及金融危机对世界各国经济发展产生的巨大影响,世界各国都在寻找国家经济与科技发展的新的支撑点与动力,开始关注体现当今世界知识经济、循环经济、低碳经济发展潮流并具有巨大发展潜力、对经济社会具有重大带动和引领作用的战略性新兴产业。随着我国及各区域创新驱动战略的实施,创新能力建设成为区域战略性新兴产业(以下简称RSEI)发展的首要任务。区域战略性新兴产业创新是一个创新系统的动态运作过程,随着以“生态化”为导向的创新日益成为产业可持续发展的重要创新模式,加强产业创新生态系统建设,提升产业创新生态化水平,实现资源消耗少、创新效率高、持续性强的创新,已成为区域战略性新兴产业快速和可持续发展的必然选择。然而,区域战略性新兴产业创新生态化离不开政府的规划和扶持,尤其是政府的科技支撑,因此探索区域战略性新兴产业创新生态化的政府科技支撑机制,对于完善区域以创新生态化为导向的战略性新兴产业科技支撑机制、加快推进新兴产业创新生态化进程具有重要的理论意义和实际价值。本文在分析区域战略性新兴产业及其创新生态化的特点及影响因素基础上,从演化动力、演化过程和升级条件三个方面揭示了区域战略性新兴产业创新生态化演化机理,明确了政府对区域战略性新兴产业创新生态化的科技支撑功能及作用方式并构建了作用模型,从科技引导、科技服务、科技培育和科技平衡四个方面设计了政府科技支撑机制框架;分析了区域战略性新兴产业创新生态化的政府科技引导机制构成与功能,重点优化设计了科技计划引导机制,包括科技计划项目指南生成机制、经费配置与立项机制、实施监控与验收机制,并构建了科技计划促进产业创新生态化的有效性评价指标;明确了区域战略性新兴产业创新生态化的政府科技服务功能和载体,分别设计了科技服务需求识别机制、科技资源整合机制和科技服务匹配对接机制;遵循“核心产品→创新型企业→创新生态化网络”培育思路,构建了政府科技培育机制,包括战略性新兴产业核心产品筛选、孵化和衍生配套扩散机制,设计创新型企业认定和孵化机制,构建了战略性新兴产业创新生态化核心网络、配套网络以及服务支持网络培育机制;明确了政府科技平衡机制功能,构建了科技平衡机制模型,设计了战略性新兴产业创新生态化科技支撑效果评估指标与方法,并提出创新生态化的政府科技平衡策略;最后对黑龙江省战略性新兴产业(以下简称HSEI)的政府科技支撑机制进行了实证研究,提出有关策略。本研究有利于促进创新生态化理念在区域战略性新兴产业创新及其政府管理方面的应用,为进一步完善产业创新发展与管理理论方法提供参考,同时也为政府部门建立完善的区域战略性新兴产业创新生态化科技支撑体系以及制定有关规划、政策和优化管理方法提供方法支持与决策参考,对于提高政府对区域战略性新兴产业创新生态化支持的科学性和有效性、加快提升区域战略性新兴产业创新水平与竞争优势具有重要的理论价值和实际意义。
[Abstract]:With the tremendous impact of international science and technology competition and the financial crisis to the economic development of countries in the world, all the countries in the world are looking for new support for national economy and development of science and technology and power, began to focus on the knowledge-based economy, the world economic cycle, the trend of the development of low carbon economy and has great potential for development, has great impetus on the economy society and the leading role of strategic emerging industry. With the implementation of China's strategy of driving and regional innovation, innovation ability construction has become a regional strategic emerging industries (hereinafter referred to as RSEI) development of the primary task. Regional strategic emerging industrial innovation is a dynamic process of innovation system and innovation with the "ecological" orientation has become an important industry innovation mode of sustainable development, strengthen the construction of ecological industrial innovation system, improve the level of innovation of industrial ecology, To realize the resource consumption, innovation, high efficiency, strong innovation, has become the inevitable choice of regional strategic emerging industry, rapid and sustainable development. However, the regional strategic emerging industry innovation ecology cannot do without the government's planning and support, especially the government support of science and technology, so the exploration of regional strategic emerging industry innovation ecology the government science and technology supporting mechanism, to improve the regional ecological innovation oriented strategic emerging industries to accelerate scientific and technological support mechanism, has important theoretical significance and practical value to promote the new innovation of industrial ecology process. Based on the analysis of characteristics and influencing factors of regional strategic emerging industries and innovation ecology, from the evolution of power, three on the evolution and upgrading conditions reveal the regional strategic emerging industry innovation ecology evolution mechanism, clearly the government of regional Support the function and role of science and technology way of strategic emerging industry innovation ecology and constructed the role model, from the guidance of science and technology science and technology services, four aspects of science and technology science and technology cultivation and balanced design of the government science and technology support mechanism framework; analysis of regional strategic emerging industry ecologization of government science and technology guiding mechanism of structure and function, the optimization design of the key the science and technology plan guide mechanism, including science and technology project guide mechanism, funds allocation and establishment mechanism, the implementation of monitoring and inspection mechanism, effective evaluation index and the construction of the science and technology plan to promote the ecological industry innovation of science and technology; clear the government service function and the carrier of regional strategic emerging industry innovation ecology, design science and technology service demand the recognition mechanism, the docking mechanism of scientific and technological resource integration mechanism and technology service matching; follow the "core products, innovative enterprises Industry, innovation ecology network "cultivation mentality, building the government science and technology training mechanism, including the selection of core products, strategic emerging industries, hatching and supporting the derived diffusion mechanism, design innovative enterprise and incubators, constructs the strategic emerging industry ecologization of core network, support network and service support network training mechanism; clear function the government balance mechanism and establish the model of science and technology, science and technology of the ecological balance mechanism, design innovation and technology of strategic emerging industry support index and method of evaluation, and puts forward the strategy of ecological balance of government science and technology innovation; at the end of the strategic emerging industries in Heilongjiang province (hereinafter referred to as HSEI) of the government science and technology support mechanism for the empirical research, put forward relevant strategies.
