文昌油田群生产准备项目质量管理研究

【摘要】：随着我国改革开放的深入,国际先进的工程项目管理模式也引入到工程项目管理中,中国海洋石油总公司作为一家大型国有企业,在海上油气田建设中接触和引进项目管理比较早且应用较彻底,特别是海上合资的油气田项目。生产准备项目,涵盖从完成油(气)田开发项目总体开发方案批准到该项目试运行前的各项准备工作,其中涉及到健康安全环保、质量、进度、费用、人员管理、沟通管理和采办,这典型的九大项目管理要素。然而国内外还没有类似的项目管理经验,中国海洋石油总公司在建设油气田项目中,急需要一套项目管理理论指导开展生产准备项目的各项工作。如何把项目管理理论应用到生产准备项目组中,达到提高项目质量、解决资源冲突、培养生产准备项目团队的目的,使生产准备项目管理更规范化,是本文研究的方向。本文依托文昌油田群生产准备项目,根据项目管理理论,针对生产准备项目特点开展了项目研究。首先结合文昌油田群项目实际,甄选适合于文昌油田群质量管理的基本方式和方法；其次,从文昌油田群项目地理位置,项目特征,对文昌油田群项目情况进行分析；此外,围绕着文昌油田群项目管理的目标,运用了项目管理八大原则、鱼骨刺图、甘特图等项目管理方法,并通过建立项目质量控制组织机构、项目实施过程中的测量,分析和改进,以及调试跟踪的具体方法对项目具体实施中的质量进行把控；最后,通过鱼骨刺图分析方法等工具分析查找项目问题的解决方案,并采用严谨的项目问题跟踪方法及项目工艺变更控制等手段,对生产准备项目质量改进进行进一步的管理和控
[Abstract]:With the deepening of China ' s reform and opening up , the advanced international engineering project management model is introduced into the project management , and China National Offshore Oil Corporation ( CNOOC ) , as a large state - owned enterprise , is in contact with and imported project management in offshore oil and gas field .
Secondly , from the geographical location and project characteristics of Wenchang Oilfield Group , the paper analyses the project situation of Wenchang Oilfield Group ;
In addition , around the target of Wenchang oilfield group project management , the project management methods such as the eight principles of project management , bone spur chart and Gantt chart are applied , and the quality of project implementation is controlled through the establishment of project quality control organization , measurement , analysis and improvement in the project implementation process , as well as the specific methods of debugging and tracking ;
Finally , the solution of finding the project problem is analyzed by using tools such as fish bone spur analysis method and so on , and the rigorous project problem tracking method and the project process change control are adopted to further manage and control the quality improvement of the production preparation project .
