【摘要】：我国经济发展已经进入新常态,把林业放在新常态的大格局中去,林业改革发展的内外部环境正在发生深刻变化,科学把握、主动适应、全力服务新常态,实现林业新发展。当前和今后一个时期,林业发展要以建设生态文明为总目标,以改善生态和民生为总任务,着力解决生态林业民生林业建设中的重大问题,充分释放生态林业民生林业强大功能,为惠民生作贡献,全面提升生态林业民生林业发展水平。重点国有林区森林资源丰富,是改善生态民生的物质基础,在我国林业建设中占有举足轻重的地位。本文民生林业是指把保障和改善林区群众的生存发展条件作为主线贯穿于林业改革发展的全过程,以政府为主导,以实现林业的可持续发展和尊重人的基本权利为前提,建立健全公共服务体系,保障人民的良好生存状态、发展生活环境和生活质量的事业。重点国有林区发展民生林业,保生态、保民生,注重满足人民的生态需求和林产品需求,做到森林资源不破坏、国有资产不流失,保障和改善林区民生,让林区人民过上美好生活。首先,本文系统分析了重点国有林区民生林业发展的相关研究现状,提出以民生理论、可持续发展理论、生态经济理论、及福利经济学等为研究基础,利用国家林业局重点国有林区民生监测数据,分析了重点国有林区民生林业发展现状,并分析了发展民生林业的优势和劣势,发现其存在相关问题,并结合民生林业文献研究的相关成果,构建民生林业发展机制,以提高其民生林业的发展水平。其次,在理论分析的基础上,首次运用投影寻踪模型,从收入与消费、就业、教育、医疗卫生、社会保障、居民生活环境六个方面对重点国有林区民生林业发展水平进行评价。鉴于教育、医疗卫生、居民生活环境所选取的具体指标更多是涉及政府公共产品和公共服务的供给,因此,这三个方面统一概括为服务民生。研究表明,重点国有林区民生林业发展水平四个维度的影响因素就业、收入、社会保障、服务民生对最终目标——民生林业发展作用效应分别为0.0736、0.1094、0.1916、0.2299,即服务民生是对民生林业发展水平所做贡献最大。再次,构建重点国有林区民生林业发展机制的框架。指出民生林业发展机制的目标、构成、机制运行机理、机制效果监督与保障,从职工转岗就业、收入增长、服务民生、社会保障四个方面构建重点国有林区民生林业发展机制,分析其相互关系,职工转岗就业是民生林业发展的基本要求,收入增长是民生林业发展的关键所在,服务民生是民生林业发展的重要支撑,社会保障是民生林业发展的安全保证。各个因素之间通过彼此之间关联效应的有效联结,最终影响民生林业发展。进而分析了民生林业运行机制的效果及民生林业发展机制运行的监督保障。最后,以理论框架为指导,以投影寻踪模型的计量结果为依据,设计构建了重点国有林区民生林业发展的运行机制。分别从职工转岗就业、收入增长、服务民生、社会保障四个方面提出了构建职工转岗就业机制、收入增长长效机制、服务民生的工作机制、社会保障机制具有创新性、可操作性的政策建议。发展民生林业是一项长期的、系统工程,本文从理论与实践层面探索了提高重点国有林区民生林业发展水平的具体举措,对促进林区森林的可持续发展,发挥重点国有林区的优势,保障和改善民生,践行生态文明发展战略思想具有一定的推动作用。
