【摘要】:近年来,随着"互联网+"时代的来临以及"云计算"的普遍运用,新一轮的信息技术革新已经成为必然发展,如何在大数据时代上,把握机遇,迎接挑战,使得大数据更好的服务于政府治理已然成为国家战略的重要议题。党的十八届三中全提出"完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化定为我国全面深化改革的总目标。"政府治理必然借助于大数据的载体,才能更好的实施。以大数据技术为核心的信息技术的发展,将信息技术革命推向高潮,大数据时代悄然到来,大数据技术能够创造出巨大的社会价值和经济价值。作为地方政治、经济、文化的领导者、组织者和管理者的地方政府,在经济的发展中承担着重要的任务。大数据时代为地方政府治理带来了机遇的同时,也使得政府理念和治理方式发生变化。如何通过核心竞争力来实现地方政府治理能力快速提升,是地方政府面临的重大问题。充分利用大数据的优势,推动地方政府治理现代化水平具有重要的理论和现实意义。本文在通过对国内外相关文献进行分类整理和深入阅读的前提下,首先阐释了大数据与地方政府治理能力的相关概念和理论基础,并进一步阐述二者之间的关系,大数据技术对地方政府治理能力提升形成的机遇和挑战,尤其在推动决策科学化、治理主体多元化、治理结构扁平化、治理成本节约化等方面起到重大作用,同时也应意识到大数据对传统的治理理念和治理方式提出挑战。数据治理在我国已经有些雏形,取得了一些成就:由封闭管理向开放治理转变、由单向管理向协同治理转变、由大众服务向个性化服务转变、由危机管理向常规管理转变由就、由静态管理向动态管理转变。成就显而易见,但受客观发展限制,问题和不足不可避免,比如数据小农意识、治理主体单一以及部门利益割据。分析原因:主观上大数据管理意识和观念不足、人才意识不足、部门协作意识淡薄以及个性化服务意识匮乏。客观上源于信息技术建设平台不完善、法律法规不健全以及部门协作和公众参与机制畅通。因此在新的时代背景下,无论是对于政府部门还是对于公务人员本身,必须树立大数据治理思维,重视人才,推进人才培养和技术研究相结合,重塑地方政府治理观念,创新地方政府治理方式,改变地方政府治理格局,除外,应推动社会公众参与治理,丰富治理主体,实现协同治理。在硬件方面,加快信息化的基础设施建设,一方面加大资金投入,另一方面整合现有基础设施。同时我们要注重组织机构的重组与革新,让大数据治理有更好的着力点。
[Abstract]:In recent years, with the advent of the "Internet" era and the "cloud computing", a new round of information technology innovation has become an inevitable development, how to seize the opportunity in the big data era, meet the challenges. Making big data better serve the government governance has become an important topic of national strategy. The third session of the 18 CPC put forward the "perfect and develop the socialist system with Chinese characteristics". To promote the modernization of national governance system and governance ability is the overall goal of deepening the reform in an all-round way in our country. "Government governance is bound to depend on big data's carrier." The development of information technology with big data technology as the core pushed the information technology revolution to the climax and big data era came quietly. Big data technology can create tremendous social and economic values. As local political, economic, cultural leaders, organizers and managers of local government. In the process of economic development, it is an important task. The big data era brought opportunities for local government governance at the same time. It also changes the concept of government and the way of governance. How to achieve the rapid improvement of governance ability of local government through core competitiveness is a major problem faced by local government. Make full use of big data's advantages. It is of great theoretical and practical significance to promote the modernization of local government governance. First of all, it explains the related concepts and theoretical basis of big data and local government governance ability, and further expounds the relationship between them, the opportunity and challenge of big data technology to the improvement of local government governance ability. Especially, it plays an important role in promoting scientific decision-making, diversification of governance subjects, flat governance structure, cost saving and so on. At the same time, we should also realize that big data challenges the traditional governance concept and governance. Data governance has some rudiments in China, and has made some achievements: from closed management to open governance. From one-way management to collaborative governance, from public service to personalized service, from crisis management to conventional management, from static management to dynamic management, the achievements are obvious. However, due to the limitations of objective development, problems and deficiencies are inevitable, such as the awareness of small data farmers, the single subject of governance and the division of sector interests. The consciousness of talent is insufficient, the consciousness of department cooperation is weak, and the consciousness of individualized service is lacking. Objectively, it stems from the imperfection of information technology construction platform. Laws and regulations are not perfect and the mechanism of departmental collaboration and public participation is smooth. Therefore, in the new era, whether for government departments or for civil servants themselves, we must set up big data governance thinking. Attach importance to talents, promote the combination of talent training and technical research, reshape the concept of local government governance, innovate the way of local government governance, and change the pattern of local government governance, except that the public should be promoted to participate in governance. Enrich the main body of governance to achieve collaborative governance. In terms of hardware, accelerate the construction of information infrastructure, on the one hand, increase the investment of funds. On the other hand, integrate the existing infrastructure. At the same time, we should focus on organizational restructuring and innovation, so that big data governance has a better focus.
