群团组织参与政府购买公共服务的合作模式研究

【摘要】：2014年国务院政府鼓励推进政府购买服务,2015年召开群团组织会议强调群团组织重要性,自此群团组织作为政府购买的主体之一,广泛开展公共服务购买工作。然而,由于群团组织参与政府购买公共服务属于新生事物,参与的合作模式尚且存在许多漏洞,致使社会群众对此种方式提供的公共服务并不满意。本论文首先提出了自己关于建设我国群团组织参与政府购买公共服务合作模式的框架,随后根据现有的合作模式的特点,寻找现有模式与理论模式之间的差距和可能存在的问题,再以四川省妇联为例,通过问卷调查的方法调查群众对其参加政府购买公共服务的满意度,通过满意度数据,验证之前发现可能存在的问题。最后总结问题,探究成因。最终,对如何建立我国群团组织参与政府购买公共服务的合作模式提出建议。本论文拓展了政府购买公共服务的理论研究,提出了建设群团组织参与政府购买公共服务合作模式的构想,在公共服务供给不足和群团组织改革的背景下,为群团组织如何参与政府购买公共服务提供新的思路,另一方面,本论文的研究有助于提高公共服务质量,促进公共服务精准化。
[Abstract]:In 2014, the State Council government encouraged the promotion of government purchase of services. In 2015, a group organization meeting was held to emphasize the importance of group organization. Since then, group organization has been one of the main bodies of government purchase. However, because the group organizations participate in the government purchase of public services is a new thing, there are still many loopholes in the cooperation mode of participation. As a result, the public is not satisfied with the public service provided in this way. Firstly, this paper puts forward the framework of constructing the cooperation model of the group organizations in our country to participate in the government purchase of public services. Then according to the characteristics of the existing cooperation model, to find the gap between the existing model and the theoretical model and possible problems, and then take Sichuan Women's Federation as an example. Through the method of questionnaire survey of the masses of their participation in the government purchase of public service satisfaction, through the satisfaction data, to verify the existence of problems before. Finally, summarize the problems, explore the causes. Finally. This paper gives some suggestions on how to establish the cooperative mode of participating in the government purchase of public services. This paper extends the theoretical research of government purchasing public services. This paper puts forward the conception of the cooperation mode of building group organization to participate in the government purchase of public service, under the background of insufficient supply of public service and reform of group organization. On the other hand, the research of this paper is helpful to improve the quality of public service and promote the precision of public service.
