成都完善新型农村基层治理机制研究

【摘要】：农村基层治理是推进国家治理体系和治理能力现代化的重要基石。成都市经过十多年的改革发展和实践检验,探索了一条新时期村级治理的有效路子。本文通过对成都建立农村基层治理案例分析和实证研究,打破长期以来农村治理的单一化、狭隘化思维,从大治理的角度提出构建村级治理体系的科学路径,提供农村改革发展稳定的治理保障。本文分为绪论、基层治理理论研究、成都的实践探索、问题及成因、对策建议等五部分,采取文献查阅法、深入访谈法、案例研究法、比较研究法等多种方法,从对国内外基层治理的理论辨析和基层治理机制的对比分析入手,再到成都市实践经验的研究分析,提出成都进一步完善新型农村基层治理机制的对策建议,并适合于在其他地区推广。本文认为,成都市真正自觉地、积极地回应和实践了科学发展观,创造推行"村民议事会",实现了村级党组织领导从"包揽型"向"核心型"的转变,为村民自治搭建了可持久运作的制度框架、形成了化解农村矛盾的长效机制,基本破解了市场经济权利基础与社会主义上层建筑之间的相互适应性问题,在基层政党组织、政府组织、自治组织、社会组织、经济组织"五大组织体"全面实现了"体制化再造"的治理。本文重视研究农村党组织在治理中的领导核心和社会整合作用,对成都市新型农村基层治理机制发生发展的内在规律和在全国普遍推广的价值进行了系统分析,揭示了带有普遍性的推广价值和意义,从理论和实践两个方面剖析了成都市新型农村基层治理机制目前存在的问题,并相应提出了基本原则、体系构建和配套建设等三个方面的对策建议,对下一步如何有效完善并推广成都市新型农村基层治理机制具有一定的理论和实践参考价值。
[Abstract]:Rural grass-roots governance is an important cornerstone to promote the modernization of national governance system and governance capacity. Chengdu has undergone more than 10 years of reform and development and practical testing. This paper explores an effective way of village-level governance in the new period. Through the case analysis and empirical research on the establishment of rural grass-roots governance in Chengdu, this paper breaks down the long-term single-minded and narrow thinking of rural governance. From the point of view of big governance, this paper puts forward the scientific path of constructing village governance system and provides a stable governance guarantee for the development of rural reform. This paper is divided into introduction, basic level governance theory research, practice exploration of Chengdu, problems and causes of formation. Countermeasures and suggestions and other five parts, the use of literature review method, in-depth interviews, case studies, comparative research and other methods, from the domestic and foreign grass-roots governance theory discrimination and comparative analysis of grass-roots governance mechanism. Then to Chengdu practical experience research and analysis, put forward Chengdu to further improve the new rural grass-roots governance mechanism, and suitable for promotion in other areas. This paper believes that Chengdu really consciously. It positively responds to and practices the scientific concept of development, creates and implements the "villagers' council of discussion", and realizes the transformation from "all-around" to "core" of the leadership of village party organizations. Set up a sustainable system framework for villager autonomy, form a long-term mechanism to resolve rural contradictions, and basically solve the market economic rights foundation and the socialist superstructure of mutual adaptability. Organizations of political parties, governments, autonomous organizations, social organizations at the grass-roots level. The "five organizations" of economic organizations have fully realized the governance of "institutional reengineering". This paper attaches importance to the study of the leadership core and social integration role of rural party organizations in governance. This paper systematically analyzes the inherent law of the occurrence and development of the new rural grass-roots governance mechanism in Chengdu and the value of popularizing it in the whole country, and reveals the value and significance of popularization with universality. This paper analyzes the existing problems of the new rural grass-roots governance mechanism in Chengdu from the aspects of theory and practice, and puts forward corresponding countermeasures and suggestions in three aspects: basic principles, system construction and supporting construction. It has certain theoretical and practical reference value on how to improve and popularize the new rural grassroots governance mechanism in Chengdu.
