【摘要】：在大数据时代,政府数据开放已经成为当前政府工作的重要内容。政府作为社会上公共数据资源最大的持有者,将数据资源向社会公众无条件、无偿的进行开放,不仅可以提高政府的透明度和责任意识,从而增强公众对政府机构的信任,同时也能够促进数据资源的增值利用,发挥公共数据的经济价值和政治价值,激发社会的进步与创新。从国际视野来看,政府数据开放已经成为一种潮流,越来越多的国家和组织机构加入到政府数据开放的运动之中,制定相应的数据开放计划,落实数据开放行动,并积极建立国家或是地方政府数据开放门户网站。相对于国际上其他国家的开放政府数据进程来讲,我国起步较晚,至今还未建立国家层面的统一数据开放平台,只是一些地方政府己经开始在进行开放政府数据的实践,推出了地方性的开放数据平台。2015年9月,国务院印发《大数据发展行动纲要》指出,要在“2018年底前,建成国家政府数据统一开放平台”。到目前为止,中国的开放政府数据实践相对于国际开放政府数据的最佳实践来说还处于起步阶段。因此,如何评估现有的中国政府数据开放门户网站,找出与国际开放政府数据最佳实践之间的差距,对于中国开放政府数据的进一步发展至关重本论文以政府数据开放为研究背景,梳理开放政府、政府数据、数据开放之间的概念关系,以开放政府理论、信息架构理论、用户体验原理与网站可用性等为理论基础。借鉴国际政府数据开放的标准原则,参考国际国内政府数据开放评估项目的理论与实践经验,立足于国内政府信息公开转型创新的迫切要求,基于标杆管理方法分析研究美国与英国的政府数据开放网站作为最佳实践,深入剖析政府数据开放网站的核心服务功能。在分析研究政府数据开放网站绩效评价构成的基础上,以“平台服务架构”、“关键数据集”、“数据管理与服务功能”、“公众参与”四个维度为一级指标,以政府数据开放网站为评价对象,最终构建一套政府数据开放网站绩效评价指标体系,并运用可拓层次分析法对指标进行赋权。最后利用已经构建好的评价指标体系,以北京市政府数据资源网和上海市政府数据服务网作为评价目标,总结出二者的建设现状,以此发现我国政府数据开放网站建设的不足之处,找出与国际最佳实践之间的差距,并提出系统性的改进策略。

Finally has constructed the evaluation index system of Beijing municipal government data resources and data services network of Shanghai municipal government as the evaluation target, summarizes the present situation of the construction of the two, in order to find deficiencies on the website construction in our government data, and find out international best practice gap, and put forward the improvement strategy of the system.
