【摘要】：我国老年人口占比大大高于国际标准,哈尔滨市的老龄化率又大大高于全国平均水平,人口老龄化已然成为事实。更好的应对这一严峻形势,使我国的老年人有人养活、有人依靠、有存在价值感,无疑是所有老年人最为关心的问题,也是国家实现构建和谐社会、缓解社会矛盾的一个有力武器。那么研究更适合老年人的养老服务方式无疑具有深远的显示意义,居家养老服务方式在社会认可度和老人满意度上优于机构养老方式,在运行机制和专业化程度上优于传统的家庭养老方式。破解居家养老服务方式运行过程中存在的问题和困难,对症下药,完善居家养老服务方式,不仅有利于老年人有一个幸福的晚年,而且能够充分减轻子孙后代的负担,使得我国居民都能在一个压力较小的环境下干工作、做事业,为国家经济发展提供正向驱动力,最终实现政府服务和管理社会的职能。通过对哈尔滨市政府购买居家养老服务的实际情况进行调研,发现哈尔滨市政府已经建立了居家养老服务的购买机制,相关的政策优惠已经实施,但是美中不足的是政府与社会组织职责定位不清楚、购买的市场化程度不高、流程有待规范、第三方评估定论重要性重视不足等问题的存在一定程度上影响了实际购买效益。通过借鉴西方发达国家购买居家养老服务的经验和国内开展购买居家养老服务较好的省市的典型做法,认为政府购买居家养老服务存在一定问题,这不是空穴来风。受到经济发展水平、政府职能定位、社会养老观念、非营利社会组织服务能力制约等方面的影响,发展存在困难,自然也就不足为奇。要实现哈尔滨市居家养老服务的全面协调发展,无论政府是否作为主要参与主体,都需要在服务的权责利、运营机制、服务内容与流程、服务效果评估与监督等方面进行加强。针对哈尔滨市政府购买居家养老服务现状及问题,提出完善措施,以期对哈尔滨市居家养老服务良性发展提供借鉴参考。老龄化已成为共性问题,研究政府购买居家养老服务,能对我国各地更好地运用这一模式有所裨益。哈尔滨市政府购买居家养老服务问题的研究共分为五章进行研究,第一章绪论,主要阐述哈尔滨市政府购买居家养老服务问题的背景、研究目的和意义、国内外研究现状。第二章阐述政府购买居家养老服务的内涵、研究理论基础。第三章分析哈尔滨市政府购买居家养老服务现状及存在问题。第四章是比较研究英国、美国、日本等国外政府和沈阳市、松原市、徐州市等国内地方政府购买居家养老服务的特点、经验启示。第五章针对存在的问题,参考国内外先进购买服务经验,指出完善哈尔滨市政府购买居家养老服务的几点主要建议措施。
