一体化理论视域下“一带一路”推进的路径研究

【摘要】：当今的世界,国际金融危机的影响还在继续深入,国际格局和国际秩序也正蕴含着深刻变化,各国面临的发展问题依然严峻。具体来说,世界经济相对呈现低迷态势、国际力量对比不断进行调整、国际秩序也进入转型的关键时期,同时,国际上大小冲突不间断,地区热点问题不停歇,个别国家不安分,屡次挑起争端,使世界局势险陷战争边缘。从中国所处的亚太地区来看,随着国际金融危机的持续发酵,与之具有“连锁反应”的社会、宗教、文化、民族等问题也日渐凸显,加之中国的崛起和美国“重返亚太”和“亚太再平衡”战略的提出,这些因子都在某种程度上加剧了亚太地区的“集体无安全感”。目前,无论是国际社会、区域组织还是个体单元,最为关注的问题仍是经济发展和国际安全。面对共同的和平与发展问题,中国政府在国际国内双重背景下推出了“一带一路”,其在某种程度上为满足“一带一路”沿线国家对体系的结构性需求,同时为整个系统地有效运行和满足系统内部需要提供了一股延续的力量。“一带一路”作为新的时期中国对外开放升级版的“大战略”,已经基本完成顶层设计,正逐渐进入到了具体的实施阶段,并已经取得了一些阶段性成果,也表现出了良好的发展前景,有望成为中国处理与周边国家、地区和世界关系以及发展国际区域合作的典范。然而,中国的“一带一路”还处于“初级阶段”,目前国内学界对“一带一路”的研究主要集中在综述类研究、政策类研究、具体的实践性案例方面的研究,而且这几类问题的研究随着国际形势、合作进程和阻力的出现而不断扭转而无法专注。相比而言,关于“一带一路”的理论研究则凤毛麟角,缺乏支撑其向前发展的规范理论和分析框架。就此,本文尝试从一体化及相关理论的视角观察和分析中国的“一带一路”,为中国的“一带一路”提供借鉴并提出假设,即中国的“一带一路”是“冷战后一体化”的又一个表现形式,一体化理论在某种程度上可为中国“一带一路”的未来路径选择提供一个参考。本文写作框架如下:第一部分:系统地阐述了一体化理论的发展演变过程,主要是从理论研究和理论适用两个方面进行阐释。第二部分:试析中国的“一带一路”与一体化的关系。首先,对中国“一带一路”提出的背景进行分析,接下来阐述了“一带一路”的内涵和意义,以及此战略提出后国际社会的反应。其次,尝试在一体化理论框架内对其进行解释和分析。第三部分:按照一体化理论的发展脉络,对中国“一带一路”的未来建构进行了具体的设想,主要从命运共同体、经济共同体和文化认同感三方面展开。最后得出结论:理论的探索和研究作为实践的一部分,不可忽视。正如诸多专家学者所说那样,中国的“一带一路”具有多维尺度,从不同的角度进行分析往往会得出不同的结论。本文需要探知和阐明的是:一体化这一理论和它的实践经验也可为中国的“一带一路”建设提供某种思路。同时,从理论的角度思考,一体化这一理论也并非是一个解释问题的固有的和不变的框架,它是一个不断被建构的概念和理论,也可在中国“一带一路”的实践中不断地丰富和得到发展。
