湖南省政务微信建设现状及发展对策研究

【摘要】:2012年8月正式上线的微信公众平台,分为服务号、订阅号和企业号。政府一般使用服务号和订阅号向公众公开政务信息、提供政务服务等。公众通过政务微信可以对政府进行网络问政、行使监督职能等。政务微信因其有权威的运营主体、可靠的内容建设、私密的互动交流以及精准的信息传播四大特性,使得政务微信的发展势头非常强劲。除此之外,政务微信还有政务公开、网络问政;服务民生,塑造形象;应急管理,舆情应对;社会监督等社会功能。政务微信的自身特性以及社会功能相结合,使得政务微信一经问世,便迅猛发展起来,为政府和公众提供了一个良好的交流互动平台。在党中央和国务院的号召下,四年多以来湖南省各级党政机关、企事业单位大部分都开通了政务微信。但总体来说,湖南省政务微信的发展还不够成熟与完善,加快对湖南省政务微信研究迫在眉睫。笔者主要采用案例分析方法和对比分析方法,选取了湖南省内三个较为典型的政务微信作为研究对象,随机抽取这三个政务微信在两个月周期内推送的所有消息作为样本,从服务指数、传播指数、互动指数三个方面展开分析研究。分析得出目前湖南省政务微信存在重开发轻服务,目标定位模糊、推送内容乏味,形式运用单一、反馈慢互动少,舆论引导不足、准入门槛低,管理体制不健全、政务微信搜索查找不够快捷等问题。随后针对存在的问题寻根究源查找其背后的原因,主要存在管理人员服务意识落后、管理不规范、配套资源不完善以及宣传不到位等四方面原因。通过借鉴其他政务微信建设水平较高的省份的相关经验,同时结合本省政务微信发展自身的特点,提出提高用户意识与服务质量、强化内容定位精准化程度、建立有效的互动沟通机制、完善管理机制等对策以促进我省政务微信的发展。
[Abstract]:August 2012 officially launched the WeChat public platform, divided into Service account, Subscription account and enterprise number.The government generally uses Service account and Subscription account to open government information to the public and provide government services.Through the government WeChat, the public can carry on the network to the government, exercise the supervision function and so on.Government WeChat has four characteristics: authoritative operation subject, reliable content construction, private interactive communication and accurate information dissemination, which makes the development momentum of government WeChat very strong.In addition, the government WeChat also has the government affairs open, the network asks politics; serves the people's livelihood, molds the image, the emergency management, the public opinion response, the social supervision and so on social function.With the combination of its own characteristics and social functions, government WeChat has developed rapidly and provided a good platform for communication and interaction between the government and the public.At the call of the CPC Central Committee and the State Council, most of the party and government organs, enterprises and institutions in Hunan Province have opened government affairs WeChat for more than four years.But generally speaking, the development of Hunan government WeChat is not mature and perfect, so it is urgent to speed up the research of Hunan government WeChat.The author mainly adopts the case analysis method and the contrast analysis method, selects three relatively typical government affairs WeChat in Hunan Province as the research object, randomly selects all the information which these three government affairs WeChat push in two months cycle as the sample,From the service index, communication index, interactive index three aspects of analysis and research.The analysis shows that Hunan government WeChat has the following characteristics: heavy development and light service, vague target orientation, boring push content, single form, less feedback and interaction, insufficient public opinion guidance, low entry threshold and imperfect management system.Government WeChat search search is not fast enough and so on.Then to find the root of the existing problems to find the reasons behind, there are four main reasons: the service consciousness of the managers is backward, the management is not standardized, the matching resources are not perfect, and the propaganda is not in place.By learning from the relevant experiences of other provinces with high level of government WeChat construction, and combining the characteristics of the development of the provincial government WeChat, this paper proposes to improve the awareness of users and service quality, and to strengthen the degree of content positioning and precision.Establish effective interactive communication mechanism, perfect management mechanism and other countermeasures to promote the development of WeChat.
