转型时期我国政府信任危机及其治理

【摘要】：政府信任关系是政府与公民的互动关系,作为信任主体的公民与信任客体的政府在复杂的社会环境下开展交流与开展互动,影响着政府信任关系的生成与消解。良好的政府信任关系是提升政府效能、改善社会生态和实现国家治理体系和治理能力现代化的重要保证,然而,当前我国正处于社会发展的转型时期,社会环境变动不居,政府的责任并没有随着政府职能转变进程的推进而不断减少,反而随着公民的预期提升而不断增大,在公民的需求与预期的失衡中,在政府效能和实际作为中,政府信任度不断降低,公民对政府的不信任具体表现在言辞、行为和意识观念的三个维度中,对政府的不信任广泛地存在于政府体系的“保护带”并且有可能蔓延至政府体系的“硬核”,导致严重的政府信任危机。对于政府信任危机的治理不能忽视社会环境、政府客体和公民主体的任何一环,从政府信任关系的影响因素出发治理政府信任危机,需要培育良好的信任文化,培育现代公民意识,以公共性为价值追求,进一步加快政府职能转变,规范政府权力,塑造服务型政府,探索公民中心与多元参与的政府治理模式,并且在具体操作层面完善信任度水平监测、政府信息公开等举措,真正让公民参与到与政府的互动当中,从而不断地提升政府信任水平。
[Abstract]:The relationship of government trust is the interaction between government and citizen. As a subject of trust, the government of citizen and object of trust carries out communication and interaction under the complicated social environment, which affects the formation and resolution of the trust relationship of government. A good relationship of government trust is an important guarantee to enhance the efficiency of the government, improve the social ecology and realize the modernization of the national governance system and governance ability. However, at present, our country is in the transition period of social development, and the social environment is not changing. The responsibility of the government does not decrease with the process of the transformation of government functions, but increases with the expectation of the citizens. In the imbalance between the needs and expectations of the citizens, in the effectiveness and actual action of the government, the responsibility of the government is not reduced continuously with the advancement of the process of transformation of the functions of the government. The degree of government trust is decreasing, and citizens' distrust of the government is manifested in three dimensions: words, behavior and consciousness. Distrust of government exists widely in the "protection zone" of government system and may spread to the "hard core" of government system, leading to a serious crisis of government trust. The governance of government trust crisis can not ignore the social environment, any link of government object and citizen subject, from the influence factors of government trust relationship to manage government trust crisis, we need to cultivate a good trust culture. To cultivate modern civic consciousness, to pursue the value of publicity, to further accelerate the transformation of government functions, to standardize government power, to shape service-oriented government, and to explore the government governance model of citizen center and pluralistic participation. And improve the level of trust monitoring, government information disclosure and other measures in the specific operational level, so that citizens really participate in the interaction with the government, so as to continuously improve the level of government trust.
