国防生培养模式研究

【摘要】：培养国防生就是依托地方高等院校为部队培养干部。随着时代的发展,国防生越来越显示出相对于旧有模式下培养出的部队干部的优势,因此国防生将逐渐成为军队干部的主要来源。但对我国而言,国防生仍属新生事物,培养模式还不太规范,培养制度机制还不够健全,培养经验缺乏,导致培养出的人才跟部队实际需求有一定的差距,因而不能更好地为部队建设服务。笔者从自己的工作实际出发,对国防生培养模式进行了详细研究。本研究在系统梳理国内外依托普通高等教育培养军事人才的实践和理论研究的基础上,首先总结了目前我国国防生培养的成功经验,然后对培养现状中存在的不足进行了归纳并分析了其生成原因。最后对国防生培养的全过程做了系统研究,对完善国防生培养的各个方面提出了建议对策,从而形成了由招生宣传、日常管理、政治教育、军政训练、奖惩淘汰、毕业分配、军地衔接七大部分构成的国防生培养模式。本研究在阐述这一模式时,特别论述了以下三个方面：第一,要完善国防生招生宣传机制,找准切入点,把好生源关；第二,要重视政治教育在国防生培养中的重要意义,要创新国防生政治教育的制度和方法；第三,要完善国防生毕业后的军地衔接,要针对国防生的特点进行毕业后的跟踪培养,让国防生更快适应部队,让其更好地发挥其技术特长。
[Abstract]:Training national defense students is relying on local institutions of higher learning to train cadres for the army. With the development of the times, the national defense students show more and more advantages over the military cadres trained under the old model, so the national defense students will gradually become the main source of military cadres. However, for our country, the national defense students are still new things, the training model is not very standardized, the training system mechanism is not perfect enough, and the training experience is lacking, which leads to a certain gap between the training personnel and the actual needs of the troops. Therefore, we cannot better serve the army building. Starting from my own work, the author makes a detailed study on the training model of national defense students. On the basis of systematically combing the practice and theoretical research of cultivating military talents based on general higher education at home and abroad, this study first summarizes the successful experience of training national defense students in our country at present. Then the deficiency in the cultivation situation was summarized and the reasons for its formation were analyzed. Finally, the whole process of national defense students' training is systematically studied, and suggestions are put forward to improve all aspects of national defense students' training, thus forming a system of enrollment propaganda, daily management, political education, military and political training, rewards and punishment elimination, graduation and distribution. The training model of national defense students made up of seven major parts of military and local convergence. This study expounds this model, especially discusses the following three aspects: first, to improve the national defense students enrollment propaganda mechanism, to find the point of entry, and the source of students; Second, we should attach importance to the importance of political education in the training of national defense students, and innovate the system and methods of political education for national defense students. Third, it is necessary to improve the military and local ties after the graduation of national defense students, and to follow up and train the national defense students according to their characteristics after graduation, so that the national defense students can adapt to the army more quickly and give better play to their technical expertise.
