【摘要】：我国30多年来的改革开放,经济发展取得了举世瞩目的成就,经济总量跃居世界第二位。但近年来,我国经济发展增速放缓至7%左右,并面临传统产业竞争力下滑、生产要素价格上升、资源濒临枯竭、生态环境严重破坏等问题,经济社会的全面可持续发展面临严峻的挑战。我国从制定“九五”期间国民经济发展计划时就提出了转变经济发展方式,但长期以来,很多地方还是在延续过去经济发展的方式,并没有发生实质性转变。党的“十八大”明确提出,“加快形成新的经济发展方式,把推动发展的立足点转到提高质量和效益上来。”在新的历史时期,转变经济发展方式已经刻不容缓。科技创新是企业得以生存和发展的动力源泉,是产业、区域乃至国家竞争力提升的根本保证。在当前资源约束、能源约束、环境约束的背景下,没有创新支撑的发展方式是不可持续的。高校科技创新是国家创新体系的重要组成部分,对区域经济社会发展具有重要的支撑和引领作用。但现有文献鲜少有对高校科技创新促进经济发展方式转变的作用进行详细讨论的,本文尝试深入探讨这一命题,对于提升高校科技创新水平,提升我国的科技创新能力,建设创新型国家,促进我国经济发展方式转变具有重要意义,既具有很强的理论意义,也具有很强的现实意义。本文具体研究内容主要包括：第一,高校科技创新促进经济发展方式转变的作用。在研究我国现阶段经济发展方式转变的主要途径和高校科技创新体系的基础上,本文提出高校科技创新促进经济发展方式转变主要体现在以下三个方面的综合作用：高校科技创新促进企业效率提高、高校科技创新促进产业结构优化和高校科技创新促进节能减排,从这三个方面阐述了高校科技创新促进经济发展方式转变的作用,并分析了影响高校科技创新驱动经济发展方式转变的主要因素。第二,高校科技创新能力区域评价。按高校科技创新能力构成模型,本文从科技创新基础、科技创新投入、科技创新网络、科技创新产出及科技成果商业化5个方面构建评价指标体系,并采用因子分析法对我国2004—2013年的高校科技创新能力进行了评价,发现区域间和区域内高校科技创新能力都存在较大差异,我国高校科技创新能力整体水平偏低。第三,高校科技创新对经济发展方式转变的促进作用实证分析。本文利用2004—2013年中国各省以及8个区域面板数据,分别针对高校科技创新对提高企业效率、高校科技创新对产业结构优化及高校科技创新对减少环境污染三方面的作用进行了实证检验,结果表明,我国高校科技创新促进经济发展方式转变的作用已经初步显现,在多数实证分析结果中得到验证。从8个区域的结果对比来看,北部沿海和东部沿海高校科技创新的这一作用效应强于其他地区。通过对我国区域面板数据的实证分析,一方面对高校科技创新促进经济发展方式转变的理论模型加以验证,另一方面相对合理地评价分析我国各区域高校科技创新能力,为制定促进经济发展方式转变的高校科技创新政策提供参考,具有较强的理论与实践研究价值。
[Abstract]:30 years of China's reform and opening up, economic development has made remarkable achievements, the total economy ranked second in the world. But in recent years, China's economic growth slowed to about 7%, and facing the decline in the competitiveness of traditional industries, the rising price of production factors, resources are exhausted, the problem serious damage to the ecological environment, comprehensive and sustainable the economic and social development is facing severe challenges. In our country from the development of "95" during the national economic development plan put forward the transformation of economic development, but for a long time, many places still in the continuation of the economic development mode in the past, and no substantive change. The party's "big eighteen" made it clear that "to speed up the formation of a new mode of economic development, to promote the development of a foothold to improve quality and efficiency. In the new historical period, change the mode of economic development has been an urgent scientific and technological innovation. Is the new source of power, business survival and development of the industry, the fundamental guarantee for regional and national competitiveness. In the current resource constraints, energy constraints, environmental constraints in the background, no development innovation support is not sustainable. University Science and technology innovation is an important part of national innovation system, has an important supporting and leading role in regional economic and social development. But there are few literatures on University Science and technology innovation to promote the transformation of economic development mode were discussed in detail, this paper attempts to explore this proposition, to enhance the technology innovation level, improve the technology innovation ability of our country, the construction of an innovative country, which is of great significance to change the mode of economic development in China, which has great theoretical significance, but also has a strong practical significance. The main contents of this paper include: first, high School of science and technology innovation to promote the transformation of the mode of economic development. Based on the change of China's present economic way and development of University Science and technology innovation system, this paper puts forward the innovation in science and technology to promote the transformation of economic development mode mainly reflects the comprehensive effect in the following three aspects: the scientific and technological innovation to promote the enterprise to improve the efficiency of University Science and technology the innovation of science and technology innovation to promote the optimization of industrial structure and the promotion of energy saving and emission reduction, from the three aspects of University Science and technology innovation to promote the transformation of economic development mode, and analyzes the main factors influencing the transformation of economic development mode of high school science and technology innovation drive. Second, University Science and technology innovation ability evaluation model according to the constitution. The regional technical innovation ability of colleges and universities this paper, from the basic science and technology innovation, technological innovation, technological innovation network, technological innovation output and taking scientific and technological achievements In 5 aspects of constructing the evaluation index system, and adopting the method of factor analysis in China from 2004 to 2013, University Science and technology innovation ability was evaluated, found that regional and intra regional technical innovation ability of colleges and universities are of great difference, the lower the overall level of scientific and technological innovation ability of Universities in our country. Third, the promoting effects of the transformation of the University Science and technology innovation of the mode of economic development. In this paper, from 2004 to 2013 China provinces and 8 regional panel data, according to the University Science and technology innovation to improve the efficiency of enterprises, science and technology innovation of the empirical test on the effect of industrial structure optimization and high school science and technology innovation in three aspects to reduce the environmental pollution. The results show that the science and technology innovation in China Colleges and universities to promote the transformation of economic development mode effect has been initially apparent, verified in most empirical results. From the comparison of 8 regional results, North The Ministry of science and technology innovation in coastal and eastern coastal universities this effect is stronger than other areas. Through empirical research on Regional Panel Data Analysis of our hand to verify the theoretical model, the transformation of economic development mode to promote the innovation in science and technology, on the other hand, reasonable evaluation analysis of science and technology innovation ability of universities in different regions of China, in order to provide reference to promote the innovation of science and technology policy in the transformation of economic development mode, the research has strong theoretical and practical value.
