安徽博物院人力资源现状及人才建设探索

【摘要】:当前我国博物馆事业迎来了诸多发展机遇。一方面人民群众的精神文化需求日益增强,国家要深化文化体制改革,构建现代公共文化服务体系,博物馆正是公共文化服务体系的重要组成部分,是国民教育的重要场所;另一方面,文化产业已经成为国民经济的支柱产业,博物馆是文化创新的重要阵地,对我国文化产业经济体有较大的增值作用。事业发展,人才先行,安徽博物院作为安徽省内第一大综合性博物馆,一直非常重视人才建设工作,在人才已经成为企事业单位发展进步第一要素的今天,及时了解馆内人力资源配置的实际情况,引进和培养符合博物馆发展需求的人才是博物馆应对外部环境变化的首要举措。文章首先对博物馆人力资源的功能、职能分类和个体特征进行了研究,然后通过实地调研的方法对安徽博物院人力资源的现状进行了分析,最后借鉴现代企业人力资源管理理论和国内外博物馆的先进管理经验,从实现好博物馆功能的角度建议博物馆制定和实施人力资源战略规划。主要包括以下五章内容:第一章:首先,介绍了博物馆事业发展的有利环境、人力资源的基本特征以及我国博物馆人力资源不足的状况,表明了选题的背景和意义;然后,梳理了国际博物馆协会和国外若干博物馆在人才培训方面的探索与实践以及国内博物馆的人力资源研究状况;最后,说明了论文的研究思路、研究目的和研究方法。第二章:借鉴现代企业人力资源管理理论,先分析了两种关系:一是博物馆人力资源与博物馆核心能力的关系,二是选取了 58所国家一级博物馆,分析了博物馆人力资源的职能分类与博物馆功能之间的联系;接着,对能够反映博物馆人力资源结构和素质的显性因素即年龄、学历、职称及技术等级、专业、引进方式和工作年限等进行了说明。第三章:结合博物馆人力资源的职能分类和显性因素对安徽博物院人力资源的历史配置状况和现状进行了数据统计与分析,并总结了当前安徽博物院人力资源在数量、结构和素质方面的优势与不足。第四章:建议博物馆立足发展目标制定和实施涵盖人力资源数量、结构和素质的人力资源战略规划,同时借鉴国内外的人才建设经验针对第三章中安徽博物院人力资源存在的优势与不足尝试提出了改进的建议。第五章:结语。通过以上研究,本论文认为,博物馆应积极应对外部环境的变化,做好自身定位,明确发展目标,并以此为基础,提前布局,制定和实施人力资源战略规划;本论文的不足之处主要表现为:国外博物馆人力资源研究方面的内容不够丰富,对博物馆人力资源的分类不够细致,没有对博物馆志愿者展开专门研究。
[Abstract]:At present our country museum enterprise ushered in many development opportunities.On the one hand, the spiritual and cultural needs of the people are increasing day by day. The country should deepen the cultural system reform and construct the modern public cultural service system. Museums are an important part of the public cultural service system and an important place for national education.On the other hand, cultural industry has become the pillar industry of national economy.As the largest comprehensive museum in Anhui Province, the Anhui Museum has always attached great importance to the construction of talents. Today, talent has become the first factor in the development and progress of enterprises and institutions.Timely understanding of the actual situation of human resources allocation in the museum and the introduction and cultivation of talents that meet the needs of museum development are the most important measures for the museum to cope with the changes in the external environment.The article first studies the function, function classification and individual characteristics of the museum's human resources, and then analyzes the present situation of Anhui Museum's human resources by the method of field investigation.Finally, drawing lessons from the modern enterprise human resource management theory and the advanced management experience of museums at home and abroad, it is suggested that museums should formulate and implement human resources strategic planning from the point of view of realizing museum functions.The main contents include the following five chapters: chapter one: firstly, it introduces the favorable environment of museum development, the basic characteristics of human resources and the situation of insufficient human resources of museums in China, which indicates the background and significance of the selected topic.This paper reviews the exploration and practice of the international museum association and some foreign museums in the field of talent training and the research status of human resources in the domestic museums. Finally, it explains the research ideas, research purposes and research methods of the paper.The second chapter: draw lessons from the modern enterprise human resource management theory, first analyzed two kinds of relations: first, the museum human resources and the museum core ability relations, the second is has selected 58 national first-class museums,This paper analyzes the relationship between the functional classification of museum human resources and the museum function, and then analyzes the dominant factors that can reflect the structure and quality of museum human resources, that is, age, education, professional title, technical grade, specialty, etc.The introduction method and working years were explained.Chapter three: combined with the function classification and dominant factors of museum human resources, this paper makes statistics and analysis on the historical allocation and present situation of Anhui Museum human resources, and summarizes the quantity of Anhui museum human resources at present.Advantages and disadvantages in structure and quality.Chapter IV: it is recommended that museums formulate and implement strategic human resources planning covering the quantity, structure and quality of human resources based on development objectives.At the same time, based on the experience of talent construction at home and abroad, some suggestions are put forward to improve the advantages and disadvantages of human resources of Anhui Museum in Chapter three.Chapter five: conclusion.Through the above research, this paper believes that the museum should actively respond to the changes in the external environment, do a good job of its own positioning, clear development goals, and on the basis of this, layout ahead of time, formulate and implement human resources strategic planning;The main shortcomings of this paper are: foreign museum human resources research is not rich enough, the classification of museum human resources is not detailed enough, there is no special research on museum volunteers.
