公务员初任培训中的思想政治教育研究

【摘要】：政以得贤为本,国以任贤为兴,举才以德,任人以贤。一个国家政务水平高低的具体表现就是政府公务员的整体素质和思想政治水平的高低。公务员是治国理政的主体,是社会公共权力的执行者和公共行政的“窗口”,公务员的政治素质、思想素质、道德素质的高低直接关系到党的执政水平和质量,直接反映党和政府的形象。随着国际和国内局势的不断变化,如何改善政府形象,切实增强政府的综合执政能力,增强党政机关的凝聚力和向心力,就需要加强公务员的培训教育,尤其是思想政治教育。对公务员初任培训中的思想政治教育的研究,对于提高公务员思想政治教育的实效性和科学性,提高公务员思想政治道德素质,提升公务员的行政能力,增强公务员防腐拒变及抵御各种风险的能力,以及推进国家治理现代化,都将具有十分重要的理论和现实意义。论文在角色理论和认知学习理论的指导下,综合运用多种研究方法,结合新录用公务员的角色特点,对公务员初任培训中的思想政治教育从四个部分进行了探讨:第一部分,引言主要介绍了论文的选题背景及其意义,当前研究现状及其研究视角、研究思路和方法,基本内容和框架结构,创新之处等等;第二部分,首先解析公务员初任培训和公务员初任培训中的思想政治教育的内涵,再通过对新录用公务员这一特定的群体作为教育对象,分析其角色特点,根据特点研究针对新录用公务员的思想政治教育的目标、内容和意义,为下文的写作提供理论依据;第三部分,针对现实中存在的问题及原因分析,找出改进公务员初任培训中思想政治教育体系的对策方向;第四部分,在对策研究中,论文从构建科学体系的角度出发,从革新培训机构的结构和理念、完善初任培训中的思想政治教育制度、优化初任培训中的思想政治教育、多样化初任培训中的思想政治教育方法、建立初任培训中的思想政治教育师资管理体系五个方面开展研究,探求解决现实中存在问题的对策和优化的方案。论文在学术界已有的研究文献和成果基础上,明确了公务员初任培训中的思想政治教育在教育对象、教育目标和教育内容上的特殊性,全面分析了当前公务员初任培训中的思想政治教育存在的问题及原因,并通过完善新录用公务员思想政治教育的科学体系,总结出优化公务员初任培训中的思想政治教育的有效策略。

The concrete manifestation of a country's government affairs level is the overall quality of government civil servants and the level of ideology and politics. Civil servants are the main body of governing and administration, the executors of social public power and the "window" of public administration. The political quality, ideological quality and moral quality of civil servants are directly related to the ruling level and quality of the Party. Directly reflect the image of the party and the government. With the constant change of international and domestic situation, how to improve the image of the government, strengthen the comprehensive governing ability of the government, strengthen the cohesion and centripetal force of the party and government organs, we need to strengthen the training education of civil servants, especially ideological and political education. The study of ideological and political education in the initial training of civil servants can improve the effectiveness and scientific nature of the ideological and political education of civil servants, improve the ideological and political moral quality of civil servants, and enhance the administrative ability of civil servants. It is of great theoretical and practical significance to strengthen the ability of civil servants to resist corruption and resist all kinds of risks and to promote the modernization of national governance. Under the guidance of role theory and cognitive learning theory, combined with the role characteristics of newly hired civil servants, the thesis discusses the ideological and political education in the initial training of civil servants from four parts: the first part, The introduction mainly introduces the background and significance of the thesis, the current research situation and research perspective, the research ideas and methods, the basic content and frame structure, the innovation and so on. The second part first analyzes the connotation of ideological and political education in civil servants' initial training and civil servants' initial training, and then analyzes the characteristics of their roles through the new recruitment of civil servants as a specific group of education objects. According to the characteristics of the ideological and political education for the newly employed civil servants, the goal, content and significance of ideological and political education, to provide theoretical basis for the following writing; The third part, in view of the reality existence question and the reason analysis, finds out the improvement civil servant in the initial appointment training ideological and political education system countermeasure direction; In the fourth part, from the point of view of constructing the scientific system, the thesis improves the ideological and political education system in the initial training, and optimizes the ideological and political education in the initial training from the angle of constructing the scientific system, innovating the structure and the idea of the training institution, and perfecting the ideological and political education system in the initial training. In order to solve the problems existing in reality, the methods of ideological and political education in the initial training are diversified, and the management system of the teachers of ideological and political education in the initial training is established. On the basis of the existing academic literature and achievements, the thesis clarifies the particularity of the ideological and political education in the initial training of civil servants in the object, goal and content of education. This paper comprehensively analyzes the problems and causes of ideological and political education in the initial training of civil servants, and through perfecting the scientific system of ideological and political education for newly employed civil servants, Summarize the effective strategy of optimizing the ideological and political education in the initial training of civil servants.
