社会记忆视角下我国家庭档案管理研究

【摘要】：近年来我国多个城市持续开展家庭建档活动,成为中国档案工作服务大众的新的切入点。同时,社会记忆观在档案界兴起,为我们观察档案学提供了全新视角。在现代社会,民众成为档案的形成主体和主要服务对象,但对于最为广泛的家庭档案,其参与社会记忆的研究却并不多见。家庭档案本身就是社会记忆的重要部分,从社会记忆视角看待家庭档案,指导家庭档案的管理,凸显其作为社会记忆一部分的重要作用实有必要。本文在梳理了家庭档案和社会记忆基本理论的基础之上,展开针对我国政府、档案管理部门、家庭三个层面的调研,从社会记忆的角度审视我国家庭档案建设。发现我国家庭档案建设在法律制度、行政方式等方面存在诸多问题。由于国外私人档案管理已经形成了比较成熟的模式,笔者将法国私人档案管理作为典型案例引入,为我国家庭档案管理提供经验借鉴。根据调研得出的问题和国外的经验,提出社会记忆视角下我国家庭档案管理应采取的对策:在政府层面,应该放弃大包大揽的行政方式,致力于建设服务型政府;放弃“方便家庭利用”的主要目的,改为构建社会记忆;创建基于用户需求的家庭建档活动。对家庭层面,提出应该制定符合社会记忆的收集标准、制定针对家庭档案的保管模式、开放共享实现档案向记忆转化。通过这些制度的实施,使政府更好地理解家庭建档活动的目的和作用,将建档活动与社会记忆相联系,发挥家庭档案对社会记忆构建的作用。
[Abstract]:In recent years, a number of cities in China continue to carry out family archival activities, becoming a new entry point for Chinese archival work to serve the public. At the same time, the concept of social memory rises in archival circles, which provides a new perspective for us to observe archival science. In modern society, people become the main body and main service object of archives, but for the most extensive family archives, the research on their participation in social memory is rare. Family archives itself is an important part of social memory. It is necessary to treat family archives from the perspective of social memory, to guide the management of family archives and to highlight their important role as a part of social memory. On the basis of combing the basic theory of family archives and social memory, this paper carries out research on the three levels of our government, archives management department and family, and examines the construction of family archives in our country from the perspective of social memory. It is found that there are many problems in the construction of family archives in the aspects of legal system and administrative mode. Because the foreign private archives management has formed a more mature mode, the author introduces the French private archives management as a typical case, and provides experience for the family archives management in our country. According to the problems obtained from the investigation and the experience of foreign countries, this paper puts forward some countermeasures for the management of family archives in China from the perspective of social memory: at the government level, we should give up the all-around administrative way and devote ourselves to the construction of service-oriented government; Instead of the main purpose of "family convenience", we should build social memory and create household archiving activities based on users' needs. At the family level, it is suggested that the collection standard should be established in accordance with the social memory, the storage mode for the family archives should be formulated, and the archives should be opened and shared to realize the transformation from the archives to the memory. Through the implementation of these systems, the government can better understand the purpose and role of family archival activities, link archival activities with social memory, and give play to the role of family archives in the construction of social memory.
