基于公平关切及农业保险的农产品供应链协调与优化研究

【摘要】：自然灾害的频繁发生,严重影响了农产品供应链的平稳健康发展,给国家及农户也造成了巨大损失。随着2017年中央一号文件的发布,农业保险已连续11年“入驻”中央一号文件,可见农业保险在中央一号文件中承担的重要角色。供应链风险是供应链系统及其成员在决策中经常遇到的棘手问题,而农业保险作为一种风险管理工具和农业风险分散机制,是弥补农业风险损失的一种手段,对农业的稳定发展和农民的增收起到了积极作用,被越来越多的学者引入到供应链的协调与优化研究中。在对供应链协调与优化的研究中,现有研究的主要出发点是决策者的公平中性,并且主要集中在二级供应链的研究上,但这种研究并不能很好的反映现实生活。本文基于公平关切及农业保险的三级农产品供应链的协调及优化进行研究,以期为供应链成员的合理决策及供应链研究领域相关学者提供参考。本文采用经济学、运筹学、保险学及金融学等相关理论,分析行为运作管理及风险管理的国内外现状研究,围绕着自然风险下市场需求为随机不确定的三级农产品供应链利润模型来展开分析。通过对供应商及分销商公平关切及公平中性两种情况进行对比分析,发现供应商及分销商具有公平关切行为可以消除双重边际化效应,供应链能够实现协调。在供应链中引入农业保险后,供应链不仅实现了协调,而且起到了优化的作用。通过对零售商及分销商公平关切及公平中性两种情况的对比分析,发现零售商及分销商公平关切与公平中性下,供应链均无法实现协调。引入农业保险后,供应链依然无法实现协调,但是农业保险增加了供应链系统的利润。用MATLAB对理论部分的结论做进一步的数值仿真。验证了不同供应链成员的公平关切行为对供应链协调的不同影响,同时说明了农业保险确实起到了优化供应链系统的作用。本文研究还表明:供应链中收益较高的成员应时刻关注那些收益较低且具有公平关切行为的成员,并通过采取一定的措施来稳定各成员之间的合作,使得供应链系统更加稳定;而对于自然灾害高发区,农户可通过加入农业保险来规避风险,减少自然灾害带来亏损,保障供应链的稳定。
[Abstract]:The frequent occurrence of natural disasters has seriously affected the steady and healthy development of agricultural supply chain and caused huge losses to the country and farmers. Agricultural insurance has been in the first document of the Central Committee for 11 consecutive years. It can be seen that agricultural insurance plays an important role in the first document of the Central Committee. Supply chain risk is a thorny problem often encountered by supply chain system and its members in decision-making. As a risk management tool and agricultural risk dispersal mechanism, agricultural insurance is a means to compensate for the loss of agricultural risk, which plays a positive role in the stable development of agriculture and the increase of farmers' income. More and more scholars have introduced into the supply chain coordination and optimization research. In the supply chain coordination and optimization research, the main starting point of the existing research is the fairness and neutrality of decision makers. And mainly focused on the secondary supply chain research, but this research can not reflect the real life well. This paper based on equity concerns and agricultural insurance three-level agricultural supply chain coordination and optimization research. In order to provide a reference for the rational decision-making of supply chain members and supply chain research related scholars. This paper uses economics, operational research, insurance and finance and other related theories. To analyze the current situation of behavioral operation management and risk management at home and abroad. This paper analyzes the profit model of three-level agricultural product supply chain based on the random uncertainty of market demand under natural risk. Through the comparative analysis of supplier and distributor fair concern and fairness neutral two situations are analyzed. It is found that the supplier and distributor have fair concern behavior can eliminate the double marginalization effect, the supply chain can achieve coordination. After the introduction of agricultural insurance in the supply chain, the supply chain not only realizes coordination. Through the comparative analysis of retailer and distributor fair concern and fair neutral, we find that retailers and distributors are fair concern and fair neutral. Supply chain can not achieve coordination. After the introduction of agricultural insurance, supply chain still can not achieve coordination. But agricultural insurance increases the profit of the supply chain system. Further numerical simulation of the conclusion of the theoretical part is made by MATLAB. It is verified that the fairness concern behavior of different supply chain members has different influence on supply chain coordination. Ring. At the same time, it shows that agricultural insurance does play an important role in optimizing the supply chain system. This study also shows that the members with higher returns in the supply chain should always pay attention to those members with low returns and fair concern behavior. And by taking certain measures to stabilize the cooperation among members, make the supply chain system more stable; For the areas with high incidence of natural disasters, farmers can avoid risks by joining agricultural insurance, reduce losses caused by natural disasters, and ensure the stability of supply chain.
