The total volume of foreign trade was 1.3% greater than that in 1988, with the export 6.5% increased, the import 3.9% decreased and a favouable balance of US＄5 billion, setting the highest record in 40 years since the founing of New China and making it a year which had the biggest favourable balance in China's history of foreign trade. The composition of import and export commodities was further bettered, with the proportion of finished goods in export increased to 70%. Among the imports, means of production made up above 80% while that of high-grade durable consumers goods came down to some extend. The small town enterprises were growing into an export-oriented type. They constituted 1/5 of the source of goods for export trade and undertook 70% of the processing business and compensation trade. Technology trade underwent rapid development, Foreign direct investment maintained a considerable increase and foreign invested enterprises which had gone into operation brought about beneficial results. To solve the problem of improper macro control, the style of management and the contradiction in export commodity composition in China's foreign economic relations and trade, it is necessary to strengthen the macro adjustement and control, to perfect the legal system in foreign trade, to make a foreign trade law and other laws and regulations as soon as possible, to strengthen the improvement of foreign tradeenvironment, to improve the foreign trade order, to further perfect the composition of export commodities and to expand the export of goods of high added value.
