关于金融服务玉米收购市场化改革的思考

【摘要】：根据中央深化农村综合改革总体要求,自2016年起东北三省和内蒙古自治区玉米实行市场化收购,改变过去国家对粮食统一确定临储价格、实行政策性收购、农发行统贷的运行格局。目前吉林省粮食特别是玉米市场化收购资金缺口较大,省政府要求金融机构积极支持多元化市场主体入市收购,农业银行服务"三农"面临新机遇、新挑战。根据总行做强县域、服务"三农"的战略部署,围绕服务"大三农"、"新三农"、"特色三农",笔者就如何支持玉米市场化改革,为其提供金融服务进行了调查研究,本文介绍了调研了解到的基本情况,并就农业银行如何服务玉米收购市场化改革工作提出了建议。
[Abstract]:In accordance with the overall requirements of the central authorities for deepening comprehensive rural reform, since 2016, the three northeastern provinces and Inner Mongolia Autonomous region have implemented market-oriented corn acquisitions, which have changed the past when the state unified the determination of grain storage prices and carried out policy acquisitions. Agricultural Development Bank of the operation of loans. At present, there is a big shortage of funds for market-oriented purchase of grain, especially corn in Jilin Province. The provincial government requires financial institutions to actively support the diversified market participants to enter the market. The Agricultural Bank of China is faced with new opportunities and challenges in serving agriculture, rural areas and farmers. According to the strategic arrangement of strengthening county territory and serving "agriculture, countryside and farmers" by the head office, and focusing on serving "agriculture, countryside and farmers", "new agriculture, rural areas and farmers" and "characteristic agriculture, rural areas", the author investigated and studied how to support the reform of maize marketization and provide financial services for it. This paper introduces the basic situation of the investigation, and puts forward some suggestions on how the Agricultural Bank of China serves the reform of corn purchase marketization.
