绿色贸易壁垒下山东省农产品出口贸易问题研究

在经济一体化和贸易自由化的进程中,随着传统关税壁垒作用的逐渐削弱,以环境、人类和动物健康保护措施为特征的绿色贸易壁垒,已逐渐成为贸易保护的主要手段。绿色贸易壁垒涉及到具体的农产品法律法规,包括关贸总协定框架下和多边贸易环境协定及本国环境条例中对其相关的法律制度规定。随着贸易壁垒所具有的广泛性、不平衡性以及歧视性特性的不断强化,绿色贸易壁垒保障进口国家的经济利益、生态环境和资源的作用不断凸显,同时由于绿色贸易壁垒形式的合法性和内容的广泛性,使其越来越复杂,在对出口国家的利益构成威胁的同时,也使发展中国家在发展对外贸易时面临新的困难。我国作为世界上最大的发展中国家,农业是我国的传统产业,农产品又是传统的出口产品,绿色贸易壁垒之于我国农产品的出口影响深远。.自2001年加入WTO以来,中国的农产品出口企业不仅受制于关税、配额等限制,而且被所谓的“绿色要求”所限制,从而导致市场准入困难。在WTO的推动下,各国纷纷采取隐蔽性更强、透明度更低,更不易监督和预测的绿色贸易壁垒对本国农产品的生产和贸易加以保护,中国外贸农产品和整个经济发展将会面对新的挑战,因而如何应对绿色贸易壁垒已成为我们要处理的关键...
