铜陵市文化产业发展政策研究

【摘要】：随着社会主义市场经济体制的确立,文化产业的发展得到社会各界的关注。为了快速发展文化产业,上个世纪九十年代初期,我国从研究“文化经济”政策入手开始研究文化产业政策。2000年1月,文化部制定《文化产业发展第十个五年规划纲要》,这是我国第一个关于文化产业发展的专门政策。为了应对金融危机,2009年7月,我国出台《文化产业振兴规划》,提出大力发展文化产业。文化产业政策具有产业政策的一般功能,也具有文化产业政策的特殊功能。文化产业政策在保护和推动文化产业发展方面发挥着重要作用。二十一世纪以来,安徽省出台了一系列促进文化产业发展的政策文件,创造了许多促进文化产业发展的新举措,安徽省文化产业的发展呈现欣欣向荣的局面。中央政府和安徽省出台的文化产业政策给铜陵市发展文化产业提供良好的政策机遇,为铜陵市制定文化产业政策,利用后发优势发展文化产业营造了良好的氛围。本文叙述了铜陵市文化产业政策的发展历程和取得的成绩,分析了铜陵市文化产业发展政策存在的问题和原因,根据铜陵实际提出了文化产业发展战略规划,提出铜陵市应在提升铜文化产业、发展节庆文化、壮大文化旅游、发展新媒体、影视和动漫产业以及拓展体育产业方面做好文章,打造特色的文化产业体系。为了给铜陵市文化产业发展提供宽阔的平台和良好的服务环境,铜陵市委市政府应当完善文化产业政策体系和健全文化产业政策措施。
[Abstract]:With the establishment of socialist market economy system, the development of cultural industry has been concerned by all walks of life. In order to develop cultural industry rapidly, in the early 1990s, China began to study the policy of cultural industry by studying the policy of "cultural economy". The Ministry of Culture formulated the outline of the Tenth Five-Year Plan for the Development of Cultural Industry, which is the first special policy on the development of cultural industry in China. In order to deal with the financial crisis, in July 2009, our country issued the "Cultural Industry Revitalization Plan", and put forward to vigorously develop the cultural industry. The cultural industrial policy has the general function of the industrial policy and the special function of the cultural industrial policy. Cultural industry policy plays an important role in protecting and promoting the development of cultural industry. Since the 21 century, Anhui Province has issued a series of policy documents to promote the development of cultural industry, and has created many new measures to promote the development of cultural industry. The cultural industry policy issued by the central government and Anhui Province provides a good policy opportunity for the development of cultural industry in Tongling City, and creates a good atmosphere for Tongling City to formulate cultural industry policy and develop cultural industry by using the advantage of latecomer. This paper describes the development process and achievements of cultural industry policy in Tongling City, analyzes the problems and causes of the development policy of cultural industry in Tongling City, and puts forward the strategic plan for the development of cultural industry according to the actual situation of Tongling City. It is suggested that Tongling should do a good job in promoting copper cultural industry, developing festival culture, expanding cultural tourism, developing new media, film, animation and animation industry, and developing sports industry so as to create a characteristic cultural industry system. In order to provide a broad platform and a good service environment for the development of cultural industry in Tongling City, Tongling Municipal Party Committee and Municipal Government should perfect the policy system of cultural industry and perfect the policy measures of cultural industry.
