【摘要】: 世界各国都把文化发展作为国家发展战略的一个极为重要的组成部分,予以高度重视。联合国科教文组织在1998年提出的《文化政策促进发展行动计划》中指出:“未来世界的竞争也将是文化或文化生产力的竞争,文化将成为21世纪最核心的话题之一。” 任何一个产业的存在和发展,都与资源密切相关,文化产业也不例外。在市场经济体制下,如何以市场为依托,合理开发与有效配置文化产业的各种资源,以达到提高群众文化素质,塑造和谐社会,提升中国在全世界文化形象的目的,是我国发展文化产业的重要使命。为此,笔者以“中国文化产业资源开发与利用”为题,写作了这篇论文,希望能对我国文化产业的发展提供相应的理论指导。 首先,本文研究了文化产业资源的构成及特点。按照各种资源的不同属性,文化产业资源分为自然资源、人文资源、资本资源、技术资源、人力资源和市场资源;文化产业的各种资源还呈现出一些共同的特点:动态性、增值性、共享性。 其次,概括了外国文化产业资源开发利用的现况。着重研究了全世界最具代表性的文化产业大国:美国的电影产业、韩国的电视剧产业和日本的动漫产业。美国是电影产业大国,它的电影产业已经是一个与汽车业、钢铁业同等重要的产业部门,最有美国特色的好莱坞模式值得我们学习和借鉴。在韩国“文化产业振兴”运动的推动下,韩国文化产业获得了前所未有的大发展,如今在日本、中国、东南亚等亚洲国家和地区,“韩流”已呈现泛滥之势,尤其韩国电视剧在整个亚洲风靡一时,甚至出口到俄罗斯、美国、阿拉伯各国。日本动漫产业在全世界有着极强的市场竞争力,已经成为日本第三大支柱产业。 再次,研究了中国文化产业资源开发利用的现状。介绍了我国文化产业资源开发利用取得的一些成果,很多省市利用自己的优势资源形成了各具特色的文化产业发展模式,如湖南的电视湘军、出版湘军、动漫湘军和报业湘军,云南民族文化产业如火如荼的发展态势被称为“云南文化现象”,海南利用独有的区域风情和民族文化大力发展旅游业和会展业。然后揭示了开发利用过程中存在的一些问题,如制度改革滞后、品牌意识淡薄、保护意识不强和创新理念缺乏。 最后,研究如何深入挖掘我国文化产业的发展潜力,提升它在全世界的竞争力,笔者认为必须坚持可持续性发展的原则、加快文化产业体制机制改革和加强增值性开发。
[Abstract]:Countries all over the world attach great importance to cultural development as an extremely important part of national development strategy. In the "Plan of Action on Cultural Policy for Development", proposed by the United Nations Scientific, Educational and Cultural Organization (UNESCO) in 1998, it is pointed out that "the competition in the future world will also be the competition of culture or cultural productivity, and culture will become one of the core topics of the 21st century." The existence and development of any industry are closely related to resources, and cultural industry is no exception. Under the market economy system, how to reasonably develop and allocate all kinds of resources of cultural industry based on the market, in order to improve the cultural quality of the masses, shape a harmonious society, and promote the cultural image of China in the world, Is our country develops the cultural industry the important mission. Therefore, the author has written this paper under the title of "the Development and Utilization of Chinese Cultural Industry Resources", hoping to provide corresponding theoretical guidance for the development of China's cultural industry. First of all, this paper studies the composition and characteristics of cultural industry resources. According to the different attributes of various resources, cultural industry resources are divided into natural resources, human resources, capital resources, technical resources, human resources and market resources. Added value, sharing. Secondly, it summarizes the current situation of exploitation and utilization of foreign cultural industry resources. Focus on the most representative cultural industry in the world: the film industry in the United States, the TV series industry in Korea and the animation industry in Japan. The United States is a big country of film industry, its film industry is already an industry sector which is as important as automobile industry and steel industry. The Hollywood model with American characteristics is worth studying and drawing lessons from. Driven by the movement of "revitalizing the cultural industry" in South Korea, the Korean cultural industry has achieved unprecedented development. Now in Japan, China, Southeast Asia and other Asian countries and regions, the "Korean Stream" has taken on a trend of flooding. In particular, Korean TV dramas are popular throughout Asia, and even exported to Russia, the United States, and Arab countries. Japanese animation industry in the world has a strong market competitiveness, has become the third pillar industry in Japan. Thirdly, the present situation of exploitation and utilization of Chinese cultural industry resources is studied. This paper introduces some achievements in the development and utilization of cultural industry resources in China. Many provinces and cities have formed their own unique cultural industry development models, such as the Hunan Television Corps, the Publishing Hunan Army, the Animation Army and the newspaper Industry Hunan Army, using their own superior resources. The developing trend of Yunnan ethnic culture industry is called "Yunnan cultural phenomenon". Hainan makes use of its unique regional customs and national culture to develop tourism and exhibition industry. Then it reveals some problems existing in the process of development and utilization, such as lagging system reform, weak brand consciousness, weak protection consciousness and lack of innovative ideas. Finally, the author studies how to tap the development potential of Chinese cultural industry and enhance its competitiveness in the world. The author thinks that we must adhere to the principle of sustainable development, accelerate the reform of the system and mechanism of cultural industry and strengthen the value-added development.
