国民政府时期对边疆教育中语言问题的讨论及实施——以甘宁青三省为例

【摘要】：国民政府时期,国语的统一成为边疆教育的目标之一。为实现国语的统一,边疆学者提出在边疆教育中完全推行国语、兼用国语与少数族群语言,以及把语言与文字区别对待等三种方案。与此同时,国民政府也在边疆教育中,推行以国语为主体兼用少数族群语言的语言政策。但通过考察国民政府时期边疆语言政策在甘宁青的实施后发现,这一语言政策虽取得一定的成绩,但仍存在诸如双语教材不适合边疆需要、双语师资缺乏、生源不足以及地方实力派干预等问题。
[Abstract]:During the period of the National Government, the unification of Mandarin became one of the goals of frontier education. In order to realize the unification of the national language, the frontier scholars put forward three schemes: to promote the national language completely in the frontier education, to use both the national language and the minority language, and to treat the language and the writing differently. At the same time, the National Government also carried out the language policy of using minority languages as the main body in frontier education. However, after investigating the implementation of the language policy in the border areas during the period of the National Government in Gansu, Ningxia and Qinghai, it was found that although the policy had made some achievements, there still existed some problems, such as bilingual teaching materials were not suitable for the needs of the border areas, and bilingual teachers were lacking. The shortage of students and the interference of local forces.
