谈公益性艺术培训的引导与发展

【摘要】：2015年初,中共中央办公厅、国务院办公厅下发了《关于加快构建现代公共文化服务体系的意见》,文件中首次提出了"全民艺术普及"的要求。同年,中国文化馆协会召开年会,将"全民艺术普及——文化馆的责任与使命"作为年会主题,对全民艺术普及进行了深入的探讨。自此,全国文化馆系统以全民艺术普及为己任,积极探索实践。笔者所在的四川省遂宁市文化馆也结合自身实际,进行了有益的探索,特别在引导社会艺术培训机构参与公益性艺术培训,努力扩大公共文化供给方面进行了积极实践。本文结合工作实际,对此进行了初步的探讨。
[Abstract]:In early 2015, the General Office of the CPC Central Committee and the General Office of the State Council issued "opinions on speeding up the Construction of a Modern Public Cultural Service system", which for the first time put forward the requirement of "popularizing the art of the whole people."In the same year, the Chinese Cultural Museum Association held its annual meeting, which took "the responsibility and mission of the national art popularization" as the theme of the annual meeting, and made a thorough discussion on the popularization of the whole people's art.Since then, the national cultural center system to popularize national art as its own responsibility, actively explore practice.The cultural center of Suining city in Sichuan province has also carried on the beneficial exploration, especially in guiding the social art training organization to participate in the public welfare art training, and has carried on the active practice in expanding the public culture supply.In this paper, combined with the actual work, the preliminary discussion is carried out.
