社会舆情传播的运行机制及其演进规律

【摘要】：长期以来,社会舆情传播秉承了新中国成立以来新闻传播事业的优良传统,形成了正面宣传报道为主与舆论监督并行不悖的辩证关系,使中国的法制意识、民主意识显著增强。但是,舆情传播既是触动意识形态发展的敏感神经,也使中国的法制意识、民主意识处于矛盾状态。对此本文梳理了从改革开放初期发生的渤海二号沉船事故到近期兰州交通大学博文学院刘伶利患癌症事件舆情发展的现状,认为在舆情传播和新旧媒介融合发展的前提下,从国家形象传播维度认为舆情传播对党与政府具有异体同构的社会作用;从社会形象传播维度认为媒体正面报道为主和舆论监督具有党与社会同步同建的教育功能;从受众形象传播维度认为舆情传播具有增强党与人民群众同行同调的教化作用,三者共同形成的运行机制共同作用有利于我国意识形态的健康发展。同时,舆情传播遵循新闻信息传播的正面报道为主的导向规律、舆情传播遵循治国理政、定国安邦的演进规律、舆情传播遵循党性与人民性统一性的同步发展规律、舆情传播从边缘到中心和从外部到内部全覆盖的演进趋势,对我国社会主义核心价值观建设和意识形态建设具有高屋建瓴的统筹作用。
[Abstract]:For a long time, the spread of social public opinion has inherited the fine tradition of journalism and communication since the founding of New China, formed a dialectical relationship between positive propaganda and media supervision, and made China's legal system consciousness. The awareness of democracy has increased significantly. However, the dissemination of public opinion is not only a sensitive nerve that touches the development of ideology, but also a sense of the legal system in China. The democratic consciousness is in a state of contradiction. In view of this, this paper combs the current situation of public opinion on the cancer incident in Liu Lingli, School of Bowen, Lanzhou Jiaotong University, from the Bohai No.2 shipwreck that occurred in the early stage of reform and opening up. Under the premise of public opinion communication and the development of new and old media, the author thinks that public opinion communication has the same social function to the Party and the government from the national image communication dimension. From the perspective of social image communication, the author thinks that media positive report mainly and public opinion supervision have the educational function of synchronizing the Party and society; from the audience image communication dimension, public opinion communication has the educational function of strengthening the cohomology between the party and the people. At the same time, the dissemination of public opinion follows the guiding law of positive reporting of news and information dissemination, and the dissemination of public opinion follows the principle of governing the country. The law of evolution of Dingguo Anbang, the law of the synchronous development of party spirit and the unity of the people, the evolution trend of the spread of public opinion from the edge to the center and from the outside to the inside, It plays an important role in the construction of socialist core values and ideology.
