权力互动视角下的政府网络信息公开——基于对省级政府网络理政能力的实证分析

【摘要】：[目的/意义]信息就是权力,信息公开对国家权力和社会权力互动有着重要意义。该文视网络信息公开为政府治理体系和治理能力的重要组成部分,并将其置于舆论新格局的现实背景中。[方法/过程]依托"省级政府网络理政能力评估"这一实证研究结果,透过社会权力和国家权力互动的理论视角和研究框架,分析省级政府网络信息公开的现状。[结果/结论]研究发现,省级政府网络信息公开的效率不断提升而在民主层面上的互动、服务、分权、参与、监督等较为稀缺,而且还存在较为普遍的"信息孤岛"现象。该文探讨了这一难以相容于舆论新格局的现象和问题,认为政府网络信息公开的目标是互动和服务,并提出了改善现状的具体建议。
[Abstract]:[purpose / meaning] Information is power, and information disclosure is of great significance to the interaction between state power and social power. This paper regards network information disclosure as an important component of government governance system and governance ability. And put it in the realistic background of the new pattern of public opinion. [method / process] rely on the empirical research result of "the evaluation of provincial government's network ability to manage politics", through the theoretical perspective and research frame of social power and state power interaction. This paper analyzes the current situation of provincial government network information disclosure. [results / conclusions] it is found that the efficiency of provincial government network information disclosure is constantly improving and the interaction, service, decentralization, participation and supervision of provincial government network information disclosure are scarce at the democratic level. This paper discusses the phenomenon and problems which are difficult to be compatible with the new pattern of public opinion, thinks that the goal of government network information disclosure is interaction and service, and puts forward some concrete suggestions to improve the present situation.
