【摘要】：《政府公报》是北洋时期发行的政府机关报。《政府公报》出版发行的研究有助于充分认识北洋时期政府机关报,同时对研究民国时期官方报刊的发行有重要的参考价值。文章从四个部分梳理《政府公报》的出版发行,即《政府公报》概述、《政府公报》出版发行主体、过程、作用和价值。文章以中国第二历史档案馆编辑出版的240册《政府公报》影印本为史料基础,参考了相关论文和著作,内容如下:第一部分是《政府公报》概述。第一节内容是《政府公报》的产生,通过史料阐述自唐代有官报以来,固定邸报、旧式官报直到北洋时期《政府公报》的演变历程。第二节内容是《政府公报》的发展,讲解了《政府公报》在北洋时期各个阶段的发展情况,以及《政府公报》的停刊原因。第三节是《政府公报》的体例及其分析,通过收集《政府公报》资料,探究其体例,分析《政府公报》特殊体例变化情况。第二部分是《政府公报》出版发行主体。第一节讲解了《政府公报》出版发行主体印铸局,主要内容是印铸局概述、人员设置和机构设置。第二节是关于制度建设,主要内容是介绍印铸局出版发行《政府公报》的制度内容即条例和发行章程,分析制度发展、变化原因。第三部分是《政府公报》出版发行过程。第一节的发行途径包括印铸局自身、公报房、商报馆。第二节的发行地区,分析了京内外需发行《政府公报》的地方和到达京外地区时日。第三节论述了《政府公报》发行中出现的特殊情况,即各地官署欠解《政府公报》费用情况、印铸局节假日放假事项、各地官署长官任职新旧交替之际《政府公报》处理办法、《政府公报》刊登广告收费事项。第四部分是《政府公报》出版发行的作用和价值。第一节论述了《政府公报》的出版发行对北洋政府的作用。《政府公报》的出版发行,有利于政府信息的公开和传播,有利于开启民智。第二节陈述了《政府公报》出版发行的价值,价值分为经验部分和启示部分。经验的内容是《政府公报》出版发行需要严格管理、加强制度建设、借助中间力量、报刊应具有阅读价值。启示的内容是要增强政府公信力、提高官方报刊价值形象、法制建设必不可少、公开行政公文利大于弊。最后结语部分。结语部分总结了对《政府公报》的认识和对《政府公报》出版发行的认识,根据认识的内容得出本文的学术观点即研究《政府公报》出版发行是有学术意义和价值的,在所有研究的基础上说明文章的创新点和存在的不足。
[Abstract]:The publication of the official Gazette is a government organ newspaper issued during the period of the Northern Ocean. The study of the publication of the official Gazette helps to fully understand the government organ newspaper of the period of the Northern Ocean. At the same time, it has important reference value to study the distribution of official newspapers and periodicals in the period of the Republic of China. The article combs the publication and distribution of official Gazette from four parts, namely, the outline of official Gazette, the main body of publication and distribution of official Gazette, and the process. The article is based on 240 photocopies of official Gazette, edited and published by the second Historical Archives of China, and refers to related papers and works. The first section explains the Printing and casting Bureau, the main body of the publication and distribution of the official Gazette, the main content of which is an overview of the Printing and casting Bureau. The second section deals with the construction of the system, the main content of which is to introduce the system contents of the publication of the official Gazette issued by the Bureau of Printing and casting, namely the regulations and articles of issue, and to analyze the development of the system. According to the understanding of the content of this paper, the academic point of view that the publication of the official Gazette is of academic significance and value, on the basis of all the research to explain the innovation of the article and the shortcomings.
