太仓口岸入境船舶卫生检疫作业流程改进研究

【摘要】：本研究以改进太仓港入境船舶卫生检疫流程,提高口岸入境船舶卫生检疫工作效率为目的,在收集、分析和理解现行法律法规对入境船舶卫生检疫工作规定的基础上,通过运用工业工程关于流程管理的理论和方法,分析了现用入境船舶卫生检疫流程中存在的问题和不足,通过引入风险分析的技术对现用的入境船舶卫生检疫流程加以调整和改进,形成了一种新型的改进检疫模式。通过在实际工作中的模拟运行,改进检疫模式以平均单船卫生检疫作业时间12.16分钟的结果,较现用检疫模式平均单船卫生检疫作业时间40.635分钟有了明显的提升,相关数据以非参数检验方法Mann-Whitney检验对比两种模式中位数具有显著差异。新模式在提高单船检疫作业效率的同时,继续发挥了卫生检疫执法把关的作用。在模拟实施过程中以实例证明了改进检疫模式通过发挥口岸突发公共卫生事件应急处置体系和口岸卫生监督工作的作用,能够取得与现用检疫模式一致的执法把关成效。新的检疫模式是在继承现用检疫模式的基础上,引入了《国际卫生条例(2005)》的风险分析理念,是对改进入境船舶卫生检疫模式有益的探索和尝试。
[Abstract]:In this study, the improvement of entry ships at Taicang port health and quarantine procedures, improve the port ship sanitation quarantine work efficiency for the purpose of collecting, analyzing and understanding the existing laws and regulations on the entry ship health and quarantine work, through the use of industrial engineering theory and method of process management, analyzes the existing entry ship sanitation quarantine process the problems and shortcomings of the current use, through the introduction of risk analysis technology and adjust and improve the existing entry ship sanitation and quarantine process, the formation of an improved model. Through the simulation model and operation in practical work, improve the mode of quarantine and to ship quarantine work results the average time of 12.16 minutes, compared with the current with the mode of quarantine and quarantine average single ship operation time 40.635 minutes has been significantly improved, the relevant data to the non parameter test method of Mann-Whitney test Comparison of two pattern median was significant. The new model can improve the working efficiency of single ship quarantine at the same time, continue to play the role of health and quarantine law enforcement. In the simulation in the process of implementing an example to prove the improved mode of quarantine and play through port public health emergency disposal system should function and port health supervision work, can be achieved with the law enforcement to ensure consistent results. The mode of quarantine and quarantine new mode in succession is based on the mode of quarantine, introduced the "International Health Regulations (2005) according to the idea of risk analysis, is to improve the health and quarantine entry ship model is useful to explore and try.
