艾滋病防治领域NGO资金筹集水平及其影响因素研究

【摘要】：非政府组织(Non-government Organization,简称NGO)作为社会多元治理主体之一,在诸多领域如防治艾滋、环境保护、慈善捐赠等发挥着越来越重要的作用。在我国第一次发现艾滋病病毒是在1985年,根据有关部门的统计,一直到2015年,我们国家预计感染艾滋病的人员达到78万,其中艾滋病病人为15.4万人。从这些数据也可以看出,想要对艾滋病病毒做出更好的防护的任务还是很大的。要把艾滋病的防护NGO扩展到群众当中,就需要发挥群众的力量,加强宣传等工作。但是目前很多艾滋病防治领域NGO都面临着资金筹集困难的问题,直接影响着生存发展及其社会职能的发挥。因此,研究NGO的资金水平不高具有现实意义。首先,本文综述了我国有关NGO组织的研究成果。多数学者认为改革开放以来,NGO组织得到了快速发展,为社会建设、公民参与、政府决策都作出了卓越的贡献,有效调节了社会生活。同时也存在一些问题,例如NGO组织自身能力不足、资金筹集能力欠缺、资金筹集水平不高等,解决这些问题还任重道远。除此之外在学术领域要积极的收取相关的数据,根据现在的实际情况,在这一方面的主要的问题是筹资困难。最后,本文利用艾滋病防治领域NGO的样本数据,通过多元线性回归的方法讨论了影响艾滋病防治领域NGO资金筹集水平的因素,并且根据发现的不足给出相应的改进建议。研究发现,组织能力、经济发展水平、当地艾滋疫情程度、NGO的组织身份对NGO组织的资金筹集水平有重要的影响。本文的观点是艾滋病防治领域NGO想要获取更多的筹资就需要从自身做起,提高自身的建设水平。同时,需要完善制度环境建设、转变NGO组织等级注册制度,这能够提升整个非政府部门筹资水平。为了提高艾滋病防治领域NGO的资金筹集水平,促进其在艾滋病防治方面的职能发挥,结合研究的主要结果,本文提出了相关政策建议:一、通过增加培训、提高员工福利待遇等方式,加强艾滋病防治领域NGO自身能力建设;二、加强和完善制度建设,尽可能简化NGO注册程序,方便NGO获得政府支持;三、政府要做出相应的支持政策,发放更多的资金来进一步建设NGO。
[Abstract]:Non-government organization (NGO), as one of the main bodies of social pluralistic governance, plays a more and more important role in many fields such as AIDS prevention, environmental protection, charity donation and so on.The first HIV virus was found in China in 1985. According to the statistics of relevant departments, by 2015, the number of people living with AIDS in our country is expected to reach 780000, of which 154000 are AIDS patients.From these data, we can see that the task of better protection against HIV is still very large.To extend NGO to the masses, we need to give full play to the strength of the masses, and strengthen propaganda and other work.However, at present, NGO in many AIDS prevention and treatment fields are facing the problem of raising funds, which directly affects the survival, development and social function.Therefore, the study of the level of NGO funds is not high has practical significance.Firstly, this paper summarizes the research results of NGO organization in China.Most scholars believe that NGO organizations have developed rapidly since the reform and opening up, and have made outstanding contributions to social construction, citizen participation and government decision-making, and effectively regulated social life.At the same time, there are also some problems, such as the lack of NGO organization's own capacity, the lack of the ability of raising funds, the low level of raising funds, and so on, so there is still a long way to go to solve these problems.In addition, in the academic field to actively collect relevant data, according to the actual situation, the main problem in this area is funding difficulties.Finally, by using the sample data of NGO in the field of AIDS prevention and treatment, this paper discusses the factors that affect the level of NGO fund raising in the field of AIDS prevention and control by the method of multiple linear regression, and gives corresponding suggestions for improvement according to the shortcomings found.The study found that the organizational ability, the level of economic development and the degree of the local AIDS epidemic have a significant impact on the level of funding of the NGO organization.The viewpoint of this paper is that NGO in the field of AIDS prevention and treatment needs to start from itself and improve its construction level in order to obtain more financing.At the same time, it is necessary to improve the institutional environment construction and transform the NGO organization level registration system, which can improve the level of financing for the whole non-governmental sector.In order to improve the level of NGO fund raising in the field of AIDS prevention and control, and to promote its function in AIDS prevention and treatment, combined with the main results of the study, this paper puts forward the relevant policy recommendations: first, through increasing training,Improve employee welfare and treatment, strengthen NGO capacity building in the field of AIDS prevention and control; second, strengthen and improve the system construction, simplify the NGO registration procedure as far as possible, and facilitate NGO to obtain government support; third, the government should make corresponding support policies.Release more funds to further build NGO.
