社会组织参与艾滋病防治基金项目工作绩效指标研究

【摘要】：背景:2015年,我国建立了社会组织参与艾滋病防治基金,基金的成立在支持、动员和引导社会组织科学、有序、规范地参与艾滋病防治工作方面发挥了重要的作用。为了有效地评价基金项目工作绩效,提高社会组织工作质量,科学地筛选和建立基金项目工作绩效指标体系是完善基金项目管理的重要内容之一。目的:筛选并建立社会组织参与艾滋病防治基金项目工作绩效指标体系,为科学评价基金项目的工作绩效提供依据。方法:采用查阅资料、与基金管理者进行专家座谈,初步形成基金项目工作绩效的指标体系;通过德尔菲法对初步形成的基金项目工作绩效指标体系进一步筛选和评价;选取艾滋病流行程度不同的四川省、北京市、山东省执行基金项目社会组织进行现场调查,对通过德尔菲法形成的指标体系进行参与式适用性评价。研究结果:(1)初步形成了包含32个指标在内的基金项目工作绩效指标体系,其中反映执行能力和过程的通用指标为19个,反映高危人群干预的效果指标5个,反映感染者关怀的指标8个。(2)德尔菲法评价结果:2轮专家积极性系数均为100%,专家权威程度(Cr)均0. 70。通过2轮专家德尔菲法筛选,形成了包含25个指标的新的指标体系,其中反映执行能力和过程的通用指标为12个,减少7个;反映高危人群干预效果指标5个,调整增加“新发现阳性人数”,反映感染者关怀的指标8个,调整增加“接受抗病毒治疗的PLWH当年治疗成功比例”。(3)执行基金项目NGOs评价结果:执行基金项目社会组织对是否同意德尔菲法所筛选指标进行评价,同意比例较高的指标集中于执行过程和执行结果,具体包括:“上报材料/数据/痕迹资料真实性情况(96.10%) ” “初筛阳性者接受确证检测的比例(83.90%) ” “接受随访管理和关怀救助的感染者比例(91.90%) ”等。(4)综合德尔菲法和执行基金项目NGOs评价结果,形成了包括3个一级指标(执行能力、执行过程、执行结果),5个二级指标(人员基础、工作管理、工作质量、产出与结果(高危人群)、产出与结果(感染者)),17个三级指标的指标体系，见表1。表1 基金项目工作绩效指标结论：研究确定可包括3个一级指标，5个二级指标，17个三级指标的指标体系。该指标体系不仅在理论上能够反映目前社会组织参与艾滋病防治基金项目工作情况，并且在世纪运用中将会具有很好的可接收性和适用性。建议：一、本调查未对指标定义及数据收集工具进行深入评价，建议基金管理部门在采样本指标体系是，应精益办对指标定义及数据集工具进行评价，提高指标收集的标准化及数据质量；二、本研究未对指标权重进行研究，建议在使用指标体系时合理给予权重，对专家和执行基金项目社会组织均认为非常重要的指标加大权重；三、指标数据可获得性和质量影响了指标使用，建议保留现场痕迹资料，，以便上级机构对数据进行核查，同事加强对基金各级管理人员及基金项目社会组织的培训。
[Abstract]:Background: In 2015, our country has set up a social organization to participate in the AIDS prevention and control fund. The establishment of the fund has played an important role in supporting, mobilizing and guiding the scientific, orderly and standardized participation of the social organization in the prevention and control of AIDS. in ord to effectively evaluate that work performance of the fund project, improve the work quality of the social organization, the scientific selection and establishment of the project performance indicator system of the fund project is one of the important content of the improvement of the fund project management. Objective: To screen and establish the index system of the social organization's participation in the project of AIDS prevention and control project, and to provide the basis for the work performance of the scientific evaluation fund project. Methods: The index system of the work performance of the project was preliminarily formed by using the consulting data and the expert discussion with the fund manager, and further screening and evaluating the work performance index system of the project by the Delphi method, and selecting the Sichuan province with different prevalence of AIDS. In Beijing and Shandong Province, the project social organization of Shandong Province carried out on-site investigation, and the index system formed by Delphi method was used to evaluate the applicability. (1) The results of the research: (1) The performance indicator system of fund projects, including 32 indexes, is preliminarily formed, including 19 common indicators reflecting the performance and process, 5 indicators reflecting the intervention of the high-risk population, and 8 indicators reflecting the care of the infected persons. (2) The result of Delphi method: the positive coefficient of the two-wheel expert is 100%, and the degree of authority (Cr) of the expert is 0. 70.
