国家级经济技术开发区职业卫生控制研究

【摘要】:国家级开发区存在粉尘、毒物和噪声等主要职业危害因素,职业卫生管理刚起步,人员编制较少,本研究在现场调研的基础上,基于国家级开发区职业卫生管理现状,开展了作业场所职业危害分级研究。提出了理想作业场所单一职业危害,既单独存在粉尘、噪声、毒物的分级评价模型。由于实际作业场所比较复杂,存在多种职业危害因素,分析研究后,提出了多类型职业危害并存作业场所的职业卫生综合评价分级模型,确定了固有风险水平。提出了影响企业职业危害风险水平的影响因素,分别对接触职业危害人数和职业卫生管理水平确定了影响权重,建立了企业职业卫生总体风险评估模型。在某开发区对评价模型进行了实际验证,并进行了修正,模型基本反映了实际情况。利用分级评定模型和确定日常监管分级频次,可以确定国家级开发区职业卫生监管人员数量,为政府编制部门进行定编提供依据。该研究完善了国家级开发区职业卫生分级监管的程序,涵盖需求分析、风险评估、风险分级、分级监管到企业整改的全过程,能有效指导、提升企业的职业卫生管理水平,论文具有重要的现实意义。
[Abstract]:There are main occupational hazard factors such as dust, poison and noise in the national development zone. Occupational health management has just started, and the staffing is relatively small. This study is based on the field investigation, based on the status quo of occupational health management in the national development zone. The classification of occupational hazards in the workplace was carried out. The classification evaluation model of dust, noise and poison is put forward. Because of the complexity of the actual workplace and the existence of various occupational hazards, a comprehensive evaluation model of occupational health was put forward and the inherent risk level was determined after the analysis and study. The influencing factors of the occupational hazard risk level of enterprises were put forward, and the influence weights of the number of occupational hazards exposed to and the occupational health management level were determined respectively, and the overall risk assessment model of occupational health in enterprises was established. The evaluation model is verified and modified in a development zone. The model basically reflects the actual situation. The number of occupational health supervisors in the national development zone can be determined by using the grading evaluation model and the frequency of daily supervision, which can provide the basis for the establishment of government departments. The research improves the procedure of occupational health grading supervision in national level development zones, covering the whole process of needs analysis, risk assessment, risk grading, grading supervision and enterprise reform, which can effectively guide and improve the occupational health management level of enterprises. The thesis has important practical significance.
